On the afternoon of February 25, in Hanoi, Deputy Prime Minister Tran Hong Ha, Chairman of the National Civil Aviation Security Committee, chaired a national conference to review the work of 2024 and deploy the work of 2025 of the National Civil Aviation Security Committee.
The conference was held in person and online at 24 locations in provinces and cities with airports across the country.

Aviation security is maintained
According to the report at the conference, in 2024, in the context of complicated developments in the world and regional political security situation, leading to increased risks and dangers to aviation security (ANHK), the Government, ministries, branches, localities and aviation units and enterprises have closely followed Directive No. 06/CT-TTg dated February 24, 2023 of the Prime Minister on "Improving capacity to ensure aviation security and safety in the new situation" and the direction of the Chairman of the ANHK Committee, Vietnam's ANHK situation has been maintained, without any complicated incidents, which has been highly appreciated by international aviation organizations and associations.
Compared to 2023, air transport activities have grown strongly, but the number of aviation security violations has decreased. Risk factors threatening aviation security are well controlled, prevented from afar, early, and not left passive or surprised.

In 2025, the security and order situation at Tho Xuan Airport was ensured, with no illegal interference, terrorism, or sabotage. The ANHK control force at the airport discovered and coordinated to resolve and handle 6 violations, including 4 cases of passengers using fake documents to board the plane, 1 case of illegal entry into the airport area, and 1 case of passengers carrying crystal meth while on the plane.
Thanh Hoa Provincial People's Committee
Discussing at the conference, leaders of ministries, branches, localities and units further clarified the achieved results, analyzed in depth the risks and dangers pointed out by the International Civil Aviation Organization (ICAO) and the existing risks in the country related to aviation security. In particular, 2025 is the year of organizing Party congresses at all levels towards the 14th National Congress of the Party. According to the law, these are also the times when hostile forces carry out plots and activities against the Party, the State, the peace and happiness of the People, in which civil aviation activities are assessed to have a high level of risk. From there, opinions have proposed many solutions to both ensure the development of civil aviation and ensure aviation security.

The conference also gave opinions on plans to organize the inter-sectoral agency on aviation security after the reorganization and organization of the apparatus according to Resolution No. 18/NQ/TW dated October 25, 2017 of the Party Central Committee and the establishment of an agency to investigate aviation incidents and accidents according to the recommendation of ICAO.
Review of factors threatening flight safety
Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized the outstanding results achieved in ensuring aviation security in 2024 and acknowledged and commended the efforts of the National Civil Aviation Security Committee and ministries, branches, units and localities.
The Deputy Prime Minister also frankly pointed out a number of shortcomings, limitations and threats to domestic security and order.

Regarding the tasks in the coming time, Deputy Prime Minister Tran Hong Ha requested ministries, branches, localities and aviation enterprises to continue to effectively implement Directive No. 06/CT-TTg dated February 24, 2023 of the Prime Minister on "Improving the capacity to ensure aviation security and safety in the new situation" and Decision No. 1586/QD-UBANHK dated December 18, 2024 on promulgating the work plan of the Aviation Security Committee in 2025 with the motto "prevention is better than cure". Strictly comply with standards and regulations on aviation security and safety in all fields and localities. Promote the combined strength of the entire political system, synchronously deploy aviation security solutions; proactively grasp the situation, control risks, be ready to respond to illegal interference in civil aviation activities, and avoid being passive or surprised in any situation.
The comrade assigned the Ministry of Public Security to preside over and coordinate with the Ministry of Construction (the Ministry merging the Ministry of Construction and the Ministry of Transport), the Ministry of Justice, and the Ministry of Foreign Affairs to urgently propose to competent authorities to amend and supplement regulations on aviation safety according to the new model and organization. The motto is to absolutely not "disrupt or disrupt" domestic and international air transport activities, aiming to better serve the development of aviation and ensure aviation safety compared to the old model and organization; closely following ICAO regulations and standards...
At this conference, the Deputy Prime Minister also responded to a number of recommendations from sectors and localities related to legal regulations for the civil aviation sector and traffic connections with airports. Vice Chairman of the Provincial People's Committee Mai Xuan Liem delivered a concluding speech at Thanh Hoa bridge.
Speaking at the conclusion of the conference at Thanh Hoa bridge, comrade Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, requested the Provincial Police to organize the reception of tasks and the aviation security force according to the direction of the Central Government, ensuring safety and no interruption of aviation activities.
In the spirit of the direction of Deputy Prime Minister Tran Hong Ha at this conference, Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested Tho Xuan Air Traffic Control Station to proactively review the factors that threaten flight safety at Tho Xuan Airport, especially at the time of take-off and landing. From there, a response plan will be developed, contributing to ensuring air traffic safety.
The Vice Chairman of the Provincial People's Committee also assigned Tho Xuan district to coordinate with departments and branches to determine the flight safety area; widely propagate and improve legal awareness so that people living around Tho Xuan Airport do not commit acts that threaten flight safety, such as burning fireworks, flares, burning straw, etc.
