Goods transported by trailers and homemade vehicles often do not have enough safety features when traveling on the road. Ms. Nguyen Thi Ngoc, Group 8, Phan Thiet Ward (Tuyen Quang City) shared that the most recent time in mid-July on the Phan Thiet crossroads, she witnessed a motorbike pulling a rudimentary cart carrying bulky goods whose ropes had come loose. The trailer loaded with goods then swerved to the other side of the road and crashed into a nearby motorbike. Fortunately, the collision did not cause any casualties, but it still left witnesses bewildered and scared.

Ms. Pham Thi Hanh, Group 17, Tan Ha Ward (Tuyen Quang City) said that in addition to the homemade trailers that are not guaranteed, people transporting corrugated iron, iron, steel, large glass panels... without covering or without safety factors are still often seen on the road. This not only poses a potential risk of causing traffic accidents due to obstructing vision or bulky goods that can easily lead to collisions, but also makes it difficult for the person carrying the goods to handle situations that arise on the road, causing danger to themselves and other road users.
According to Clause 4, Article 19, Circular 46/2015/TT-BGTVT, motorbikes and scooters are not allowed to load goods and luggage exceeding the width of the rack according to the manufacturer's design by 0.3 meters on each side, and 0.5 meters beyond the rear of the rack. The height of the loaded goods from the road surface must not exceed 1.5 meters. If a motorbike or scooter carries goods exceeding the above regulations, it is considered to be carrying bulky goods and will be fined for loading goods on the vehicle exceeding the prescribed limit. To handle violations and ensure deterrence, Clause 3, Article 6 of Decree 100/2019/ND-CP also stipulates a fine of 400,000 VND to 600,000 VND for drivers or passengers on the vehicle who cling to, pull, push other vehicles or objects, lead animals, or carry bulky objects; Carrying people standing on the saddle, on the carrier or sitting on the handlebars; loading goods on the vehicle beyond the prescribed limit; driving a vehicle towing another vehicle or object.
Currently, the province has over 619,000 road motor vehicles managed by the Provincial Police and the Department of Transport. Mr. Hoang Hong Thai, Chief of Office of the Provincial Traffic Safety Committee, said that in order to strengthen traffic safety and prevent the transport of bulky goods, in addition to the involvement of functional agencies, each citizen needs to raise awareness when participating in traffic. First of all, it is necessary to be aware of the dangers of carrying and pulling bulky goods. If it is necessary to transport goods, it is absolutely necessary to comply with the size limits prescribed by law. In case of transporting sharp objects, it is necessary to cover and wrap the corners carefully to ensure the safety of road users. For fragile items, they need to be wrapped tightly and securely tied with seat belts to avoid falling and creating obstacles on the road.
