Transfer of Drug Rehabilitation Center under the Department of Labor - Invalids and Social Affairs to the Ministry of Public Security
On February 27, 2025, the People's Committee of Tuyen Quang province issued Decision No. 66/QD-UBND on the transfer of the Drug Rehabilitation Center under the Department of Labor, War Invalids and Social Affairs to the Ministry of Public Security from March 1, 2025.
Accordingly, the Provincial People's Committee assigned the Department of Labor, War Invalids and Social Affairs to hand over all documents related to the direction, inspection, guidance on drug rehabilitation and post-rehabilitation management of the Department's drug rehabilitation facility to the Provincial Police.
The Provincial Police are responsible for organizing the reception of drug rehabilitation facilities transferred from the Department of Labor, War Invalids and Social Affairs according to the regulations and instructions of the Ministry of Public Security.
The Ministry of Public Security's takeover of drug rehabilitation and post-rehabilitation management aims to enhance the effectiveness of state management, strictly control drug addicts, combine drug rehabilitation and drug crime prevention to reduce the relapse rate, build a streamlined and more effective drug rehabilitation system, while ensuring security and order and reducing social evils related to drugs.

Transfer 4 state management tasks of the Departments to the Provincial Police
According to Decision No. 67/QD-UBND of the Provincial People's Committee, from March 1, 2025, a number of state management tasks of specialized agencies under the Provincial People's Committee will be transferred to the Provincial Police, including:
Drug addiction treatment and post-drug addiction treatment management from the Department of Labor, War Invalids and Social Affairs;
State management of judicial records and provision of judicial record certificates from the Department of Justice;
Testing and granting of road motor vehicle driving licenses from the Department of Transport;
State management of network information security and safety from the Department of Information and Communications.
The transfer of some state management functions and tasks from departments and branches to the Provincial Police is of important significance, a breakthrough, and is part of the strategic orientation of the Party and State on streamlining the organizational apparatus.
The Provincial Police continue to direct the reception and settlement of administrative procedures for people and businesses to ensure stability, continuity, smoothness, efficiency, and no interruption in the tasks transferred from the Departments. At the same time, publicly announce changes in agencies, procedures, and processes for handling administrative procedures to facilitate easy access for agencies, organizations, individuals, and businesses.
