On the morning of March 27, the Ho Chi Minh City Party Executive Committee held the 28th (expanded) Conference of the 11th term, 2020-2025.

Speaking at the opening of the conference, Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that this conference aimed to assess the city's socio-economic situation in the first quarter, key tasks in the second quarter and the whole year of 2024; discuss the establishment of sub-committees to prepare for the 12th City Party Congress; review and comment on a number of important contents and participate in implementing a number of steps on the personnel work process.

Regarding the socio-economic situation in the first quarter and key tasks in the second quarter, Mr. Nen said that the Party Committee of the Ho Chi Minh City People's Committee has initially assessed, reviewed and had indicators to record the good and bad aspects, and proposed plans and solutions for implementation.

Implementing the 2024 plan in the context of the complicated and unpredictable world situation, the Secretary of the Ho Chi Minh City Party Committee stated that the City Party Committee considered setting the annual growth target of 7.5 - 8%, and at the same time proposed many solutions to strive to achieve many goals and plans right from the beginning of the year. Along with that, the city has also deployed early and organized implementation with high determination.

“Socio-economic indicators in the first quarter show that GRDP growth is quite good, budget revenue continues to be stable, many sectors of the city are on the path of recovery, especially some key industrial production and service sectors have increased quite well, tourism activities are flourishing, the real estate market shows signs of recovery, the confidence of the business community has increased, the construction of infrastructure projects and urban embellishment is being promoted and implemented effectively”, the Secretary of the Ho Chi Minh City Party Committee noted.

However, the head of the Ho Chi Minh City Party Committee also acknowledged that there were still many limitations identified in the first quarter. According to him, the city's growth drivers have not met expectations, its ability to absorb capital is still weak, and the competitive factors to attract FDI, logistics costs, port infrastructure, etc. have not attracted investors and contributed to promoting development.

Besides, the disbursement of public investment capital is still slow compared to requirements, and administrative procedure reform is not strong.

“Therefore, the conference is important in terms of closely and accurately assessing what has been done, as well as making efforts to improve limitations and weaknesses, and proposing solutions. Leadership and direction must also be reviewed. How can we most effectively bring tasks, goals, and solutions into life, creating changes that become growth drivers so that from the second quarter we can achieve the requirements and plans set out,” Mr. Nen emphasized.

Regarding the establishment of subcommittees to prepare for the 12th Ho Chi Minh City Party Congress, term 2025 - 2030, the Secretary of the Ho Chi Minh City Party Committee said that at this conference, the City Party Committee will give opinions on the establishment of 3 subcommittees: Documents, Personnel, and Organization to serve the congress.
