According to the Can Tho Department of Home Affairs, in the 2021-2024 period, the city will have 25,450 cadres, civil servants and public employees. The proportion of cadres, civil servants and public employees with a university degree or higher is over 83%; the proportion with a master's degree or higher is nearly 14%.
The report of the Department of Home Affairs of Can Tho City also pointed out the situation of shifting highly qualified labor from the public sector to the private economic sector and the foreign-invested economic sector; the situation of "brain drain" (high-quality labor is Vietnamese people trained abroad who do not return home).
Accordingly, in the 2021-2024 period, 1,194 civil servants and public employees will resign at their request and personal wishes.
The Department of Home Affairs pointed out the underlying cause, mostly stemming from low salaries and wages, so many civil servants and public employees quit their jobs to find new jobs with higher incomes.
The Department also stated that private medical facilities and non-public educational institutions have modern working environments, fully invested in working conditions and equipment, research, etc., which have attracted the majority of qualified, experienced, and highly skilled medical staff and lecturers from the public sector.
“Can Tho City does not have a situation where civil servants and public employees who were trained abroad do not return home, but there is a situation where they resign after completing their training program abroad. Although the number is not large, it partly reflects similar limitations in terms of salary, benefits, working environment…”, Can Tho City Department of Home Affairs pointed out the cause.
