During a session of the North Korean parliament in January, leader Kim Jong Un called for a constitutional amendment that would designate South Korea as the “main enemy.” At that time, Kim Jong Un concluded that unification with South Korea was no longer possible.

The North Korean parliament typically approves decisions on issues such as the state's governing structure and budget set by the ruling Workers' Party, whose members make up the majority of the parliament.
