On the morning of September 1, Vice Chairman of the Quang Ngai Provincial People's Committee Tran Phuoc Hien signed and issued a decision approving the starting price, price step, deposit, actual investment rate when exploring and the estimated budget for the Mineral Exploration Project, to auction the right to exploit minerals in areas without mineral exploration results, for mineral mines used as common construction materials in the province. Including 5 sand mines.
Deposit billions to participate in sand mine auction
According to this decision, there are a total of 9 mineral mines for common construction materials, including 5 sand mines, 3 soil mines and 1 split stone mine, located in Mo Duc, Tu Nghia, Son Tinh, Binh Son districts and Tra Bong district and Quang Ngai city.
Notably, the two sand mines on Tra Khuc River have large exploration areas and reserves. The Provincial People's Committee requires businesses wishing to participate in the auction for exploitation rights to deposit more than 1 billion VND.
Specifically, the sand mine on Tra Khuc River in Dien Nien village, Tinh Son commune, Son Tinh district has an exploitation area of more than 25 hectares, with a deposit of more than 1 billion VND; the mine in Xuan Pho Dong village, Nghia Ky commune, Tu Nghia district, has an exploitation area of about 22.7 hectares and a deposit for auctioning the exploitation rights of nearly 1.6 billion VND.
The remaining three sand mines in Tra Binh commune, Tra Bong district (2 mines) and Duc Nhuan commune, Mo Duc district have small areas and reserves, the deposit amounts are 33.1 million VND, 48.4 million VND and 591 million VND respectively.

The three land mines put up for auction this time in Quang Ngai province have the lowest deposit of 46.5 million VND and the highest of 369 million VND.
The only quarry put up for auction this time is in Vinh Son village, Tinh Hoa commune, Quang Ngai city, with an exploitation area of about 2.84 hectares and a deposit of more than 92 million VND.
Raise deposit to limit winning bids and then returning mines
Related information, from the end of 2023 to the beginning of 2024, Quang Ngai province successfully organized mineral exploitation rights auctions for 5 sand mines, with a total reserve of more than 415,000m3.
After winning the auction, 4/5 sand mines were returned by enterprises in writing. The reason given by the enterprises was that the unit price for calculating resource tax after completing the documents and licensing procedures was higher than the unit price for calculating resource tax at the time of bidding and winning the auction.
Regarding this issue, the People's Committee of Quang Ngai province issued a document disagreeing with the above reason, and requested to collect taxes according to the tax calculation unit price in 2024.
The Department of Natural Resources and Environment also said that this was an unreasonable reason, because after winning the auction, the businesses were slow to complete procedures and pay taxes to be granted mining rights according to the old unit price, and when the new unit price was available, they used the excuse of returning the mine.
Besides disagreeing with the reason for returning the mine, the Provincial People's Committee also proposed sanctions against businesses that decided to raise prices, win the auction, and then return the mine for the above unreasonable reason.
The requirement of high deposits in the upcoming sand mine auctions is necessary, according to many mineral exploitation enterprises. This is to limit sky-high prices, unreasonable to win and then return the mine. Meanwhile, enterprises with real demand cannot "reach" when the price is too high.
This is also the basis for the People's Committee of Quang Ngai province to collect the deposit as a sanction when businesses raise prices indiscriminately to win, then return the mine.
