3 South Central provinces petition Prime Minister to remove 'bottlenecks' for growth

The three provinces in the South Central Coast, Binh Dinh, Phu Yen, and Khanh Hoa, have many advantages and room for development, but there are still unresolved bottlenecks that have directly affected growth.

On March 13, Deputy Prime Minister Ho Duc Phoc chaired a working session with the provinces of Binh Dinh, Phu Yen, and Khanh Hoa on promoting production and business, public investment, import and export, and national target programs, striving to achieve and exceed the growth rate by 2025.

3 South Central provinces aim for double-digit growth

At the meeting, leaders of Khanh Hoa, Binh Dinh and Phu Yen provinces set higher growth targets than initially expected.

In which, Khanh Hoa sets the economic growth rate (GRDP) in 2025 at 10.5%, total social development investment capital at 96,682.8 billion VND, state budget revenue at 24,532 billion VND...

Binh Dinh province also strives to increase GRDP from 8.5% to 9%. Total social investment capital increases by 9.5%; state budget revenue reaches over 18,200 billion VND.

Phu Yen province has set a growth target of 8% this year, creating the foundation for double-digit growth in the following years. The province's total investment capital has also increased to nearly VND26,000 billion and is striving to collect nearly VND6,000 billion in budget revenue.

However, to achieve continuous double-digit growth in the following years, according to the leaders of the three provinces of Binh Dinh, Khanh Hoa, and Phu Yen, there are still some limitations and shortcomings that need to be focused on overcoming in the coming time.

That is, growth in industries and sectors has not ensured sustainability; new growth drivers are slow to be unlocked.

The occupancy rate of industrial parks and industrial clusters is still quite low, the capacity, new investment capacity, and expansion investment of the processing and manufacturing industry is increasing slowly.

Service sector growth is not commensurate with its potential and advantages.

Proposal to soon remove "bottlenecks"

Mr. Nguyen Tuan Thanh - Standing Vice Chairman of Binh Dinh Provincial People's Committee - said that in order to achieve higher growth, the Government needs to direct strong institutional reforms, contributing to creating new momentum for socio-economic development.

According to Mr. Thanh, in the immediate future, we need to review, thoroughly cut down and simplify administrative procedures related to the implementation of investment projects, especially the steps in selecting contractors, investors, assessing environmental impacts, granting construction material mines... to create the best conditions for investors as well as resolve difficulties and inadequacies when implementing public investment projects.

"The Central Government allows the expansion of special mechanisms and policies for a number of new models such as regional and international financial centers, free trade zones... nationwide.

"Any locality that meets the criteria and attracts interested investors will be considered for applying specific mechanisms, creating a driving force for even development and maximizing the advantages of each region," Mr. Thanh suggested.

Provincial leaders also requested ministries and branches to guide localities to remove difficulties and obstacles related to procedures for auctioning and granting licenses for land and mineral exploitation; remove overlapping difficulties between planning for mineral exploration, exploitation and use; and thoroughly resolve projects with violations and projects behind schedule...

Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh said the province will focus on thoroughly handling projects with violations in land management, projects with slow progress, causing loss and waste of the state budget.

What to do to break through?

In conclusion, Deputy Prime Minister Ho Duc Phoc affirmed that the provinces of Khanh Hoa, Binh Dinh and Phu Yen have a lot of potential and room for development and breakthrough.

If the provinces have strategic investment, linkage and coordination with each other, it will create a growth pole for the region.

To effectively implement the socio-economic growth scenario, Deputy Prime Minister Ho Duc Phoc requested localities to urgently complete the allocation of all investment capital in March 2025, along with accelerating the disbursement of investment capital, strengthening administrative procedure reform, and creating favorable conditions for domestic and foreign enterprises to invest in industrial parks.

"Provinces and cities must invest in transport infrastructure to reduce logistics services, have open customs policies so that businesses can boost the export of goods and services abroad; consider reducing some taxes, fees, and loan interest rates to stimulate consumption," the deputy prime minister suggested.
