Sustainable urban management and development in Vietnam to 2030, vision to 2045

On the afternoon of November 8, in Hanoi, the Ministry of Construction coordinated with the Central Economic Committee and relevant agencies to organize the Vietnam Urban Sustainable Development Forum 2023 with the main theme being "Sustainable management and development of Vietnamese urban areas to 2030, vision to 2045".

The Vietnam Urban Sustainable Development Forum 2023 takes place on the occasion of Vietnam Urban Day (November 8), the 20th anniversary of the establishment of the Urban Development Agency and the 20th anniversary of the formation and development of the Urban Forum. This is an event of practical significance to the development of urban areas in particular as well as the socio-economic development of Vietnam in general.

In his opening speech, Mr. Nguyen Duc Hien - Deputy Head of the Central Economic Commission said: Up to now, most localities have actively developed and issued Action Programs/Plans to implement Resolution No. 06-NQ/TW (60/63 localities, 3 localities have drafted and submitted to the provincial/municipal Party Committee).

Through general assessment, it can be seen that the content of the Program/Action Plan to implement Resolution 06 of localities has demonstrated the awareness of Party committees and authorities at all levels about the role, position, and importance of the need for rapid and sustainable urbanization and development, considering them as urgent and key tasks; has basically demonstrated all the tasks and solutions to strengthen the leadership of Party committees and local authorities in building and implementing urban development programs, urban renovation and reconstruction, and economic development of urban areas.

In order to plan, build, manage and sustainably develop Vietnamese urban areas, meet the requirements set by the Politburo and achieve the goals in Resolution 06, the Deputy Head of the Central Economic Commission emphasized 6 key tasks that need to be discussed at the Forum.

In particular, it is necessary to continue to innovate thinking, unify awareness of urbanization and sustainable urban development in the spirit of Resolution 06; choose the most important breakthrough as comprehensive innovation in methods, processes, content and urban planning products; at the same time, accelerate the synchronous completion of institutions and policies, creating favorable conditions for the urbanization process, planning, construction, management and sustainable urban development...

At the Forum, Minister of Construction Nguyen Thanh Nghi clearly stated the cooperation orientations to promote urban development in Vietnam, in which the requirement for local urban authorities to promote initiative, allocate resources, material and human resources for local urban development, focus on investment in upgrading and improving urban quality in parallel with the urbanization process. Promote the internal strength and urban driving force of the locality to meet the needs of growth and socio-economic development.

Regarding urban development management, relevant agencies proactively improve their professional qualifications, enhance cooperation and coordination capacity in the implementation of urban development management work, especially key urban development programs and projects.

Particularly for organizations and communities, it is necessary to continue to raise awareness of the role and responsibility of the community for urban development and proactively make proposals, consult and contribute to relevant agencies at the local and central levels.

According to Minister Nguyen Thanh Nghi, Resolution No. 06-NQ/TW of the Politburo affirmed that "urbanization is inevitable and is the driving force of urban development". With the urbanization rate reaching 42% by September 2023, the country still has a lot of room for urban development.

Therefore, it is necessary to have the best preparation for effective urban development in the coming time, so that urban areas can truly promote the role that the Politburo has pointed out, contributing to the quality of life of the community and increasing new surplus values ​​for economic, social and environmental development in general.

MSc., Architect Tran Quoc Thai - Director of the Department of Urban Development said: In order to concretize the guiding viewpoints, goals, tasks and solutions stated in Resolution 06, the Department of Urban Development has researched, proposed and advised the leaders of the Ministry of Construction to develop 5 Policies in the management of sustainable urban development in Vietnam on classifying, managing the development of sustainable urban systems, synchronous in network and suitable for regions: Managing new development, renovation, embellishment and redevelopment of modern, green, smart urban areas, towards sustainable development; Managing the development of synchronous, interconnected urban infrastructure systems, adapting to climate change; Managing the development of urban underground space; Strengthening decentralization, delegation of authority and improving the capacity of urban development management.

At the Forum, delegates focused on exchanging and discussing solutions to improve legal frameworks, mechanisms, and policies, further promoting the development of green and sustainable cities. The open and multi-dimensional plenary session brought updated trends on smart urban development nationwide and around the world, while aiming to remove "barriers" to enhance the role of the private sector in building smart cities and encourage the application of modern initiatives and technologies in urban development.

The Forum's series of in-depth seminars will aim to find solutions to the top concerns of urban developers in areas such as: Smart planning and management, ICT infrastructure development (Information and Communications Technology), digital transformation, smart transportation, smart energy, smart services and utilities, etc.
