Also in his speech at the US Institute for Strategic and International Studies (CSIS) in Washington DC, in the early morning of May 12, 2022 (Vietnam time), the head of the Vietnamese Government emphasized: Sincerity, trust and responsibility are the keys for countries to resolve issues of disagreement and difference in a volatile world like today. Sincerity, trust and responsibility have also contributed significantly to the strong development of Vietnam-US relations over the past nearly 30 years.
Previously, during his historic visit to the United States in 2015, in his speech at CSIS, General Secretary Nguyen Phu Trong affirmed: The development of friendship and cooperation between Vietnam and the United States over the past 20 years has been positive, in the right direction, bringing practical benefits to the two countries and their peoples, and benefiting peace, stability, cooperation and development in Asia - Pacific and the world. It is the result of the efforts of the leaders and people of the two countries in the spirit of putting the past behind, overcoming differences, promoting similarities, and looking towards the future. It is also a successful example of relations between countries that were once rivals in the past, with different political regimes, in line with the trend of peace and cooperation of the times.

Also during this visit, General Secretary Nguyen Phu Trong mentioned the saying of US President Theodore Roosevelt: "When you believe it is possible, you have achieved half the success" when expressing his belief in the bright vision of Vietnam - US relations. Also during his historic visit to the US, General Secretary Nguyen Phu Trong said: " From two former enemies, we have become friends, partners and comprehensive partners. The past cannot be changed but the future belongs to our responsibility".
And in fact, as affirmed by Prime Minister Pham Minh Chinh, it is sincerity, trust and responsibility that have contributed significantly to the strong development of Vietnam - US relations over the past nearly 30 years.
The event on the night of July 11, 1995 (US time), US President Bill Clinton officially announced the normalization of diplomatic relations with Vietnam; in the early morning of July 12, 1995 (Vietnam time), Prime Minister of the Socialist Republic of Vietnam Vo Van Kiet officially announced the normalization of diplomatic relations with the United States, was a historical milestone in the Vietnam - US relationship.

Since then, the relationship between the two countries has continuously developed. Since 2000, the two countries' senior leaders have made many mutual visits. On the Vietnamese side: In June 2005, Prime Minister Phan Van Khai visited the United States at the invitation of President George W. Bush. This was the first time a Vietnamese Prime Minister visited the United States after the war; the official visit to the United States by President Nguyen Minh Triet in June 2007, the visit by Prime Minister Nguyen Tan Dung in June 2008; the 2013 visit by President Truong Tan Sang, establishing a Comprehensive Partnership; the 2015 visit by General Secretary Nguyen Phu Trong - the highest Party leader's first official visit to the United States; the 2017 visit by Prime Minister Nguyen Xuan Phuc. Most recently, the visit by Prime Minister Pham Minh Chinh in May 2022.
On the US side, it is worth noting that since the two countries normalized relations in 1995, all US presidents, whether Republican or Democratic, have visited Vietnam. The first US president to visit Vietnam after the two countries established diplomatic relations was Bill Clinton (November 2000), followed by President George W. Bush (November 2006), and Barack Obama (May 2016).

President Donald Trump alone visited Vietnam twice during his term from 2017 to 2021. President Biden's visit to Vietnam this July marks him as the second US president since 1995 to visit Vietnam during his first term, and if counting Vice President Kamala Harris's visit to Vietnam in August 2021, this is the first time both a US president and vice president have visited Vietnam during the same term.

High-level visits by leaders of the two countries have truly deepened the Vietnam-US Comprehensive Partnership, promoting the development of relations on the basis of mutual benefit, equality, and respect for each other's independence, sovereignty, and political institutions.
Along with good political relations, Vietnam - US relations have continuously developed in many aspects, especially in economics and trade. Currently, the US is one of Vietnam's largest trading partners, and is Vietnam's first export market to surpass the 100 billion USD mark.

Two-way trade turnover between Vietnam and the United States has increased more than 240 times, from 451 million USD (1995) to 7.8 billion USD (2005), 45.1 billion USD (2015), 47.15 billion USD (2016), 50.8 billion USD (2017) and 60.3 billion USD (2018) to more than 123 billion USD in 2022.
In the 2020-2022 period, despite the COVID-19 pandemic and fierce trade and geopolitical conflicts, the United States still maintained its position as Vietnam's largest export market, while Vietnam continued to rise, becoming the 7th largest trading partner of the United States.
Regarding investment, for many years, the United States has always been one of the largest investment partners in Vietnam, with nearly 1,150 operating projects and a total registered investment capital of more than 10.3 billion USD, ranking 11th out of 141 economies investing in Vietnam.
In addition, defense and security cooperation between Vietnam and the United States has maintained its momentum of development. Humanitarian cooperation and overcoming the consequences of war continue to be priorities and have achieved many concrete results. The United States continues to increase its budget for the Bien Hoa airport detoxification project and support for people with disabilities in dioxin-contaminated areas. Vietnamese agencies have coordinated with the United States to search for, identify and return the remains of missing US soldiers. Educational cooperation has recently achieved many positive steps forward, with efforts to promote technology transfer, while health cooperation and socio-economic recovery after the Covid-19 pandemic continue to be bright spots in bilateral relations, especially in mutual support for medical equipment, access to vaccines, sharing experiences in epidemic prevention and protection of citizens. In recent times, in the context of many fluctuations in the world situation, the two countries have maintained and expanded cooperation opportunities in new areas such as: Climate change response, digital transformation, green economy, food security, etc.
After 28 years since the official establishment of diplomatic relations and 10 years since the establishment of the Comprehensive Partnership, the Vietnam - US relationship has achieved comprehensive and substantive development steps, increasingly deepening, positively contributing to security, peace, cooperation and development in the region and the world.
As the Vietnamese Ambassador to the United States Nguyen Quoc Dung observed: “ The common highlight is that over the past 10 years, the Vietnam - US relationship has developed strongly and in depth in all areas from politics, diplomacy, economics - trade to culture, education, science - technology, health, defense - security, people-to-people exchange... true to the meaning of "Comprehensive Partnership". Each area of cooperation has its own highlights. In politics and diplomacy, the most prominent is the clear increase in mutual understanding and respect. The two sides always show respect for each other's independence, sovereignty, territorial integrity and political institutions ”.
