According to the plan, the tournament has 2 contents, including: Men's football and men's volleyball. The tournament has the participation of nearly 500 athletes who are officers, professional soldiers, non-commissioned officers, soldiers, from 22 units under the military; each unit organizes a football team and a volleyball team to compete in a draw and knockout format.

Speaking at the opening ceremony of the tournament, Rear Admiral Tran Ngoc Quyet, Deputy Chief of Staff of the Navy, requested the Organizing Committee and the Referee Committee to uphold their sense of responsibility, conduct the matches in accordance with the regulations, ensuring accuracy, objectivity and fairness; the participating teams must strictly comply with the laws of the State, military discipline, competition regulations and regulations of the Organizing Committee and the host unit; ensure absolute safety in competition and traffic; uphold the spirit of solidarity, nobility and determination to compete for the highest results.

The tournament aims to evaluate the results of physical training and sports activities of agencies and units, as a basis for drawing experience in training, physical training and developing the physical training and sports movement, meeting the requirements of tasks in the new situation.
