Many years ago, the activities of Vinh Phu Hamlet Party Cell did not achieve high results. To help the Party Cell improve its leadership, in 2024, Major Vo Van Toan advised the Party Committee and the government; directly assigned a Party member in the unit to participate in activities, advise, support, and coordinate with the Party Cell to overcome difficulties, from building to implementing monthly, quarterly, and annual leadership resolutions.

Thanks to that, the activities of the Party Cell have become more and more regular and achieved many results in propagating and mobilizing people to comply with the Party's guidelines and policies, the State's policies and laws, especially in the work of border management and protection, and prevention and combat of social evils. Mobilizing the Hamlet People's Committee and local people to participate in the collective self-management of the border and national border markers of Vinh Hoi Dong commune, thereby promoting the spirit of cadres and local people in participating in the work of border management and protection.

Always keeping in mind Uncle Ho's teaching: If you are good at mass mobilization, everything will be successful, comrade Vo Van Toan promoted his responsibility well; proactively and creatively organized effective mass mobilization movements and models suitable to the practical situation of the unit and locality.

From 2024 to present, he has advised the Party Committee, the unit commander to coordinate with the locality and charity medical and doctor groups to examine, provide free medicine, and give 600 gifts to 600 people in the area, with a total value of gifts and medicine of 169.5 million VND; organized for officers and soldiers to help people build 3 new houses and repair 1 house; gave 16 Tet gifts to retired Border Guard officers in the area, families of party members in charge and trusted mass forces in the area. Advised on organizing the program "Spring on the border warms the hearts of the villagers" with the following activities: Organizing a 0-dong booth, directly mobilizing benefactors to support 260 gifts for policy families, poor and near-poor households and children in the program "Step by step to school" in the area... with a total value of more than 110 million VND. Deploying the unit to organize the program "Border Lesson", a practical experience program at the Border Guard Station for 250 cadres, union members, youth, teachers and students to participate...

Comrade Mai Tung Thien, Party Secretary, Chairman of Vinh Hoi Dong Commune People's Committee, affirmed: Although he has just started working at Vinh Hoi Dong Border Guard Station (from November 2023), Major Vo Van Toan always focuses on the grassroots, closely follows the area, grasps the situation to advise and closely coordinate with Party committees and authorities, propagates and mobilizes cadres and people to raise awareness and responsibility in implementing the Party's guidelines and policies, State policies and laws, and local regulations; actively participates in building, managing, and protecting sovereignty and border security; promotes activities to care for the material and spiritual lives of the people, and is respected and trusted by the people.
