"Hot" story about class fund, school fund
"As scheduled", at the beginning of every school year, the story about class funds and school funds becomes the hottest topic in forums for parents in Hanoi and those interested in education.
"My child's class fund is 17 million VND, but the money for photocopying homework for students is only 1.3 million VND, the rest is used to buy plants for the school, buy gifts for teachers...", an anonymous parent recently said.
Another parent recounted: "My child is in 6th grade this year. After the meeting, I paid 1.5 million VND to the class fund. The parents' committee clearly stated that it was the first fund. The class voted on the spot and everyone raised their hands. I think the fund is of course necessary, but it's too much (for me). Paying it doesn't seem appropriate, if I don't pay it, it naturally becomes the whole class paying, but my child doesn't pay it.
I suggested paying around 700,000 VND/term, but many parents said it wasn't enough. We'd have to pay anyway, so everyone raised their hands to vote. I share my dissatisfaction, but I don't expect my child's class to change."

This post received many sympathetic comments because "many parents have to follow the majority, even if a few more people have opinions, it still won't solve any problems". The parent added: "The hardest part is studying in a class full of rich people, I'm poor so I have to follow". "My family has 3 children going to school but the class fund for each child is 1.5 million VND/term. At the beginning of the year, there are so many expenses, clothes, etc. that I want to get depressed".

Not only "accusing" the class fund of collecting too much, the school fund is also a number that makes parents ask questions and not know where to answer, who to ask? Many people said that the class fund fluctuates between 800,000 - 2 million VND/month and each student will deduct 150,000 - 250,000 VND into the school fund/term. "A class has 40 students, the whole school has 40 classes, so this school fund is not small. What is this money for?", parents asked.
Another mother also hesitated: "My school pays 300,000 VND/semester, the school has 5 grades, each grade has 8 classes, which is 40 classes. For the whole year, 600,000 VND/student, this is a huge amount."
However, on the contrary, many parents said that class and school funds are necessary to maintain a collective and the beneficiaries are the students.
Hold the principal accountable if there is illegal collection at the beginning of the school year.
According to National Assembly delegate Nguyen Thi Viet Nga: "The purpose of the establishment and the role of the parents' association are very good and very important. Especially for primary and secondary school age, it is necessary to mobilize the participation and support of parents. However, in many places, the association is established only to collect money without high consensus from parents. Therefore, it is necessary to review and supervise the collection and expenditure. If any unreasonable collection and expenditure is discovered, it must be handled immediately. It is necessary to clearly state the responsibility of the head to have enough deterrence. We need to rectify, not eliminate, it must be truly meaningful, true to purpose, not just abandon it if it does not work well."
The Hanoi Department of Education and Training recently issued Document No. 2999/SGDĐT-KHTC on instructions to strengthen revenue and expenditure management for the 2024-2025 school year.
In particular, the Department of Education and Training requires public, private, and non-public educational institutions to disseminate to all staff, teachers, and parents the revenue and expenditure directives of educational management levels; and publicly post the directives.
Educational institutions are only allowed to collect fees according to regulations (public educational institutions are only allowed to collect other fees after receiving written consent from the superior management agency).
Educational institutions are not allowed to collect or use the name of the Parents' Association to collect fees outside of the regulations. The school must coordinate well with the Parents' Association in managing and using the operating budget of the Parents' Association to ensure compliance with the regulations in Article 10 of Circular No. 55/2011/TT-BGDDT.
Disseminate the charter of the Parents' Association to parents. Educational institutions do not directly collect operating expenses for the Parents' Association.
Regarding revenue and expenditure management, the Department of Education and Training requires public educational institutions to promptly, fully and in accordance with regulations when collecting money from students. Absolutely do not assign tasks to teachers to directly collect and spend money; Monitor and record other revenues arising at the unit in full and timely accounting books to ensure compliance with regulations;
There is a suitable exemption or reduction of other fees for students with preferential policies or economic difficulties. Absolutely do not let students drop out of school because their families are poor and cannot pay. Extend the collection time, do not collect multiple fees at the same time.
Be accountable to learners and society for collection levels and amounts. Absolutely do not allow "over-collection" at the beginning of the school year. Heads of educational institutions are responsible to superior management agencies for any illegal revenue and expenditure.
The Ministry of Education and Training has also requested departments and localities to guide educational institutions to properly implement regulations on financial revenue and expenditure management, and to publicize revenues and expenditures at the beginning of the school year. This is a sensitive issue that often causes parents' concerns at the beginning of each school year because in reality, there are still cases of overcharging in some places, especially with revenues that are not clear and transparent. Therefore, how revenues and expenditures are managed in educational institutions still needs to be regularly and promptly inspected and monitored to avoid unnecessary concerns in public opinion that affect teaching and learning.
For private educational institutions, revenue and expenditure management is carried out as follows:
When collecting money from students, educational institutions must return receipts promptly, completely, and in accordance with regulations. Absolutely do not assign teachers the task of directly collecting and disbursing money;
Monitor and record all other revenues arising at the unit in a timely and complete manner to ensure compliance with regulations;
Strictly comply with the provisions of law on accounting, auditing, obligations to the state budget and other relevant current regulations. Annually, implement the financial disclosure regime and prepare financial reports to send to the industry management agency, financial agency and tax agency at the same level according to the current accounting regime. Organize the implementation of accounting and statistics work; conduct annual audits and publicize audit results according to the provisions of law.
