On October 22, the Department of Education and Training of Ho Chi Minh City issued a document on rectifying the collection, expenditure, fundraising and use of operating funds of the Parents' Representative Board.

According to the Department of Education and Training of Ho Chi Minh City, leaders and teachers of some schools still do not clearly understand and have not properly implemented the organization and mobilization of revenue and expenditure from funding sources. This has caused negative public opinion, affected the reputation of the industry and units, and caused misunderstandings for parents and students.

The Department of Education and Training of Ho Chi Minh City requires the leaders of the Department of Education and Training and the principals of schools that have been reported by the public and the press to review their personal responsibilities, the heads of the units, and propose strict handling measures. At the same time, appropriate and timely disciplinary measures must be taken against violations, especially the responsibilities of the heads of the units. The results of the handling must be reported to the Department of Education and Training before October 31.

Before October 31, the Department of Education and Training of districts, towns and Thu Duc City must coordinate with the Department of Finance and Planning to advise the People's Committee of districts, towns and Thu Duc City to issue timely instructions on collection and expenditure for educational institutions according to decentralized management.

The Department of Education and Training advises the People's Committees of districts, towns, and Thu Duc City to direct relevant departments and offices to establish inspection teams to inspect the revenue and expenditure situation at the beginning of the school year at affiliated educational institutions; promptly rectify the situation of over-collection or illegal collection of fees. There are strict sanctions for principals of educational institutions that collect and spend money in violation of regulations.

The leaders of the Department of Education and Training are responsible for assigning members to regularly monitor and promptly handle feedback from parents about the implementation of collection, expenditure and fundraising activities.

Heads of units shall assign specific members responsible for communicating and speaking when incidents occur. Absolutely do not allow irresponsible people to communicate and speak, affecting the work and activities of the unit.

Advise the People's Committees of districts, towns, and Thu Duc City to mobilize resources to ensure facilities, schools, and classrooms for the new school year; allocate the education budget to ensure regular expenditures (salaries, allowances, and teaching and learning activities, etc.) for educational institutions, ensuring sufficient conditions to perform well the tasks of the new school year 2024-2025.
