Attending the meeting were heads of state and governments from Brazil, Colombia, the UK, Norway, Portugal, Kenya, Mauritania, Barbados, Tanzania and leaders of many international organizations such as the United Nations, the African Union, the International Monetary Fund, the Organization for Economic Cooperation and Development, etc.
At the meeting, the leaders emphasized that solidarity, multilateralism and trust-building are the foundation for addressing current global challenges.
Delegates reaffirmed the urgency of enhancing the role and voice of developing countries in the global governance structure and international economic and financial institutions; called for promoting new solutions and methods to address the debt burden of developing countries.
Several leaders affirmed their commitment to increasing funding sources, while emphasizing the need to improve the efficiency of loan use and diversify preferential financial resources for the poorest and most vulnerable countries, especially in responding to climate change.
The meeting emphasized support for the efforts of Brazil, the G20 Presidency in 2024, to promote a fairer global governance system, affirming that it will strengthen cooperation between countries, towards more substantive and effective commitments at the United Nations Conference on Climate Change (COP) and the 4th Conference on Finance for Development (FfD4).

In his exchange with French President Emmanuel Macron, Deputy Prime Minister and Minister Bui Thanh Son conveyed General Secretary and President To Lam's sincere thanks for the invitation to attend the working session on the 4P Consensus and expressed his wish to soon meet the President to discuss promoting cooperation, towards a new chapter in Vietnam-France relations, contributing to the common development and prosperity of the two countries, as well as the whole world.
Also during the working session, the Deputy Prime Minister and Minister of Foreign Affairs had substantive discussions with British Prime Minister Keir Starmer, Kenyan President William Ruto, and IMF Managing Director Georgieva Kristalina on bilateral issues as well as cooperation orientations within the 4P Consensus framework.

The 4P Consensus is an initiative promoted by France and President Macron personally at the Summit on the new global financial compact (June 2023). The four priority areas of the 4P currently include: Strengthening debt sustainability; mobilizing private finance; promoting innovative finance; creating transformations. To date, the 4P Consensus has received support from 60 countries, including Vietnam.
