On the morning of March 8, at the headquarters of the People's Committee of Tuyen Quang province, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son chaired a meeting with the provinces on the progress of implementing 4 expressways: Tuyen Quang-Ha Giang section through Ha Giang province, Tuyen Quang-Ha Giang section through Tuyen Quang province, Dong Dang-Tra Linh, Huu Nghi-Chi Lang.
Also attending the meeting were Secretary of Tuyen Quang Provincial Party Committee Ha Thi Nga, representatives of the Ministry of Construction, Ministry of Finance, Ministry of Agriculture and Environment, Ministry of Industry and Trade, Government Office and 4 related localities.
Speaking at the discussion, Deputy Prime Minister Bui Thanh Son emphasized that the 13th National Party Congress set a goal of striving to complete 5,000 km of expressway by 2030.
The Prime Minister has issued a plan to implement the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressways by 2025; established 7 inspection teams to review and remove difficulties and obstacles related to key traffic projects, including the 4 projects mentioned above, which are in the plan to be completed in 2025 to achieve the target of 3,000 km of expressways.
The Deputy Prime Minister stated that the completion of the four projects, with a total length of 257.5km, is of utmost importance in contributing to the achievement of the set goals. The projects are all managed by local authorities/competent authorities while there is a lot of work remaining. Therefore, the delegates attending the meeting need to clearly point out the difficulties and obstacles, the authority and responsibility for resolution, the progress of site clearance completion; propose specific capital needs, authority and responsibility for resolution; specific plans and commitments on the completion progress.
According to the Ministry of Construction, the Tuyen Quang-Ha Giang Expressway Project through Tuyen Quang Province has a total length of 77 km, with a total investment of VND6,800 billion. The project currently has about 5.7 km of unfinished land that has not been handed over due to land clearance of households related to forestry land; the relocation of technical infrastructure and resettlement is slow; there is a shortage of about 0.35 million m3 of rock and 1.97 million m3 of soil compared to demand; the progress of construction packages is 7% behind the contract, affecting the ability to complete the project as required.
The leaders of Tuyen Quang province pledged to the Deputy Prime Minister to complete the site clearance work and the remaining 2.1 million cubic meters of fill land in March; and complete the relocation of technical infrastructure before May 15.
Tuyen Quang province proposed that the Government consider providing additional support of VND 1,800 billion from the central budget in 2025 to complete phase 1 of the project; additional support of VND 5,437 billion for the project to implement phase 2 of the project (completion phase).
The Tuyen Quang-Ha Giang Expressway Project Phase 1, the section through Ha Giang province, has a total length of 27.5 km, with a total investment of VND3,198 billion. To date, the site clearance work has been completed but there is still a lack of stone materials while the progress of construction packages is 15.7% behind the contract.
Due to budget difficulties, Tuyen Quang and Ha Giang provinces have both requested the Government to support the budget to complete phase 1 of the Tuyen Quang-Ha Giang expressway project.
The Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway project phase 1 has a total route length of 93.35 km, of which the section through Lang Son province is about 52 km long, through Cao Bang province is about 41.35 km long, with a total investment of 14,114,781 billion VND.
The project had to locally adjust the route at some locations, leading to additional land clearance areas; more than 300 households have not been relocated... leading to the construction output only reaching about 19% despite starting construction from the beginning of 2024 until now.
Vice Chairman of Lang Son Provincial People's Committee Luong Trong Quynh committed to completing site clearance work in March.
The Huu Nghi - Chi Lang Expressway project is 43 km long, passing through Cao Loc and Chi Lang districts in Lang Son province, with a total investment of VND 11,029 billion. The project started construction in April 2024, but to date, the site clearance, construction of resettlement areas, and relocation and renovation of high-voltage power lines have not been completed.
Cao Bang province also committed to completing site clearance in the first quarter of 2025; determined to coordinate with contractors to complete the entire project; proposed the Central Government to supplement the central budget in 2025 with a capital of 3,420 billion VND to implement the project; the Ministry of Finance reported to the Prime Minister to support the province with about 2,000 billion VND from the central budget to compensate for the capital portion under the responsibility of the locality.
Concluding the meeting, the Deputy Prime Minister highly appreciated the efforts of the four localities, investors, and contractors to implement key transport projects in the area in the recent past, as well as the commitment of the localities to complete site clearance, remove difficulties related to materials, and relocate technical infrastructure works within March.
The Deputy Prime Minister assigned the Ministry of Construction, as the standing agency of the Working Group, to take the lead in proactively staying close to localities to grasp the situation and promptly synthesize reports to competent authorities to resolve difficulties and problems.
Provincial People's Committees direct investors to review capital sources of projects, study investment plans for rest stops, ensure synchronous completion when the project is put into operation; report monthly on the implementation results of remaining tasks; ensure no corruption occurs during construction, and ensure project quality.
Relevant ministries, agencies and localities, based on their functions, tasks and powers, shall resolve assigned tasks on schedule. If there are any difficulties or problems, they shall promptly summarize and report to competent authorities for resolution.
Regarding the Tuyen Quang-Ha Giang expressway project through Tuyen Quang province, the Deputy Prime Minister requested the Chairman of the Provincial People's Committee to focus more on leading and directing site clearance work.
Today, the People's Committee of Tuyen Quang province directed the Department of Agriculture and Environment to work with investors and contractors to clarify the needs and proposed shortage of mines, and to resolve the granting procedures within a maximum of 10 days.
Regarding the Tuyen Quang-Ha Giang expressway project through Ha Giang province, the Deputy Prime Minister requested the People's Committee of Ha Giang province to direct relevant units to speed up the procedures for granting mineral exploitation licenses for 4 quarries, to be completed in March 2025; clarify the responsibilities of each agency, unit and individual when the construction progress is 15.7% behind the contract.
Regarding the Dong Dang-Tra Linh expressway project, the People's Committees of Cao Bang and Lang Son provinces directed agencies and units to speed up the progress of converting forest land use purposes, relocating technical infrastructure, and handing over clean land to investors.
To complete the remaining 89% of the project's volume within 10 months, the contractor needs to focus on maximum resources, machinery, equipment, overtime, and shift work to compensate for the slow volume and to achieve the goal of completing the route before December 31, 2025.
Regarding the Huu Nghi-Chi Lang Expressway project, the Deputy Prime Minister requested the People's Committee of Lang Son province to direct relevant agencies and units to completely complete the relocation and renovation of high-voltage power lines in March 2025; at the same time, have a temporary residence plan during the construction of resettlement areas to hand over the entire site to the investor for construction in March 2025 .
Previously, Deputy Prime Minister Bui Thanh Son inspected the progress and presented gifts to encourage the construction force of the Tuyen Quang-Ha Giang Expressway Project through Tuyen Quang province at the intersection of National Highway 37.
The Deputy Prime Minister thanked, appreciated and hoped that the construction force would continue to try harder to complete the project on schedule, contributing to realizing the goal of 3,000 km of expressway by the end of 2025.
On the same morning, Deputy Prime Minister Bui Thanh Son and his delegation offered incense at the Ho Chi Minh Temple in Tuyen Quang city to pay tribute to Uncle Ho - the great leader of the Vietnamese revolution, national liberation hero, world cultural celebrity and first Foreign Minister, founder of diplomacy in the Ho Chi Minh era.
The Deputy Prime Minister and members of the delegation vowed to follow his example and learn from him, doing their best to contribute to the cause of building and defending the Fatherland, contributing to the era of national development for the prosperity and happiness of the people, so that Vietnam can stand shoulder to shoulder with the world's great powers.
