Kinhtedothi - Hanoi People's Committee has issued Plan No. 55/KH-UBND dated February 21, 2025 on the implementation of Decision No. 1422/QD-TTg dated November 19, 2024 of the Prime Minister on the National Plan for Climate Change Adaptation for the 2021-2030 period, with a vision to 2050.

The plan aims to reduce vulnerability and risks to the negative impacts of climate change through enhancing the resilience and adaptive capacity of natural, economic and social systems, minimizing losses and damages caused by climate change, and promoting the integration of climate change adaptation into Hanoi's strategies and planning.

Implementation content: enhance resilience and adaptive capacity of natural, economic and social systems, ensure sustainable livelihoods through investment in climate change adaptation activities; enhance capacity and awareness in Hanoi to be ready to adjust to climate change.

Reduce disaster risks, reduce damage caused by natural disasters and increased extreme climate, contributing to minimizing loss and damage caused by climate change.

Perfecting institutions, promoting potential and resources to effectively adapt to climate change and promoting the integration of climate change adaptation into Hanoi's strategies and planning.

Implementation organization: The Department of Natural Resources and Environment is the standing agency, guiding, monitoring and urging the implementation of the Plan; receiving, synthesizing and drafting a report on the implementation of the Plan for the City People's Committee to send to the Ministry of Natural Resources and Environment before December 25 every year. Presiding over and coordinating with departments, branches and sectors to monitor and evaluate the implementation of the Plan; promptly reporting and advising the City People's Committee to direct the resolution of difficulties, inadequacies and problems arising.

Departments, branches, sectors, People's Committees of districts, towns, Institutes, Centers and Project Management Boards under the City People's Committee, and relevant units review and provide comments on amendments and supplements to specialized laws, strategies, planning, and sectoral plans in accordance with the goals of climate change adaptation, minimizing losses and damages caused by climate change. Integrate climate change adaptation into strategies, planning, and plans. Promote propaganda activities to raise awareness; mobilize, attract, and encourage the participation of stakeholders, socio-political organizations, businesses and communities, non-governmental organizations, domestic and international organizations in coordination with departments, branches, and localities to proactively perform tasks, propose initiatives to promote climate change adaptation, minimize losses and damages caused by climate change.

In addition, promote the potential and advantages of each sector and locality to implement tasks and solutions to adapt to climate change, minimize losses and damages caused by climate change. Develop and implement communication activities, raise awareness, train, improve the quality and restructure the team of civil servants and public employees working to respond to climate change, minimize losses and damages caused by climate change.
