BHG - On the afternoon of March 9, the State Steering Committee for important national projects and works, key to the Transport sector, held its 16th online meeting with provinces and cities. Comrade Pham Minh Chinh, Prime Minister, Head of the Steering Committee chaired. Attending were Deputy Prime Minister, Permanent Deputy Head of the Steering Committee Tran Hong Ha; leaders of central ministries and branches. Attending at the provincial bridge were comrades Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Ha Thi Minh Hanh, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of departments and branches.

At the 15th meeting, the Prime Minister assigned 33 tasks to ministries, branches and localities; focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects. To date, the units have completed 22 tasks on time. The implementation of expressway projects is planned to be completed in 2025 to achieve the goal of having 3,000 km of expressway nationwide. Currently, the Ministry of Construction, localities and the Vietnam Expressway Corporation (VEC) are implementing 28 projects/component projects with a total length of about 1,188 km, expected to be completed in 2025. Localities and investors have made efforts, proactively implemented, and overcome difficulties to speed up the construction progress of the projects; however, site clearance in some places has not met the requirements, and site handover is slow; The implementation of procedures for granting construction material mines has not met the schedule; the implementation of some projects is still slow, without clear changes; the selection of contractors is still stuck...

Ha Giang is currently implementing the Tuyen Quang - Ha Giang Expressway Project, Phase 1, the section through Ha Giang province. The project has so far handed over 100% of the site; completed the construction of 3/3 resettlement areas; completed the relocation of technical infrastructure; identified stone and sand quarries to basically meet the material needs for the project. Currently, contractors of 3 construction packages are organizing the construction of items, the output value has reached 1,185/2,316 billion VND, reaching 51% of the contract value. The total capital plan has been arranged 1,511 billion VND, disbursed 1,511 billion VND, reaching 100% of the plan.

Pursuant to the Government's direction, on October 31, 2024, the Provincial People's Council issued Resolution No. 109 approving the adjustment of the investment policy of the Tuyen Quang - Ha Giang Expressway Project, Phase 1, the section through Ha Giang province with a total investment of 4,850 billion VND for the completed phase, of which the central budget is 2,654 billion VND, the local budget is 2,196 billion VND; adjusting the level 80 expressway, the calculated speed is 80 km/h, and completing the construction of 4 lanes according to the plan. However, currently, the specific mechanisms and policies are no longer consistent with Resolution No. 43, dated January 11, 2022 of the National Assembly, leading to the implementation of bidding packages in the investment preparation and implementation steps having to organize contractor selection through online bidding, leading to difficulty in controlling the time according to the plan.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested relevant ministries and branches to review and submit to the National Assembly a resolution to thoroughly fix difficulties related to construction material mines in order to have sanctions for implementation nationwide. Ministries, branches and localities need to promote the spirit of self-reliance and self-reliance; support contractors during the construction process. Heads of provinces and cities must really get involved, go to the scene to direct the removal of difficulties and obstacles.

The Prime Minister emphasized: Promoting public investment will significantly contribute to achieving the economic growth target of 8% in 2025; creating jobs and livelihoods for people; increasing the added value of land, opening up new development space for localities; and increasing the disbursement rate of public investment capital. Therefore, ministries, branches and localities need to follow the motto of "clear people, clear work, clear progress, clear responsibilities, clear products". Focus on removing obstacles in investment preparation procedures for a number of projects; reduce the appraisal council, shorten the time to issue decisions. Review and submit amendments to a number of laws to ensure they are consistent with reality and remove "bottlenecks", especially the Law on Public-Private Partnership and the Law on Bidding. Determined not to let corruption and negativity occur in the licensing and mining of construction materials. Localities need to have binding sanctions between investors and contractors when fulfilling commitments in the spirit of "dare to do, dare to take responsibility". Provinces implementing projects must be responsible for implementing them in accordance with their commitments to the Government and the Prime Minister.

The Prime Minister requested ministries and branches to focus on supporting localities to overcome difficulties. Localities must urgently complete procedures to accelerate project progress according to plan; mobilize the entire political system to participate in site clearance work and must be responsible according to commitments. Investors must review and propose capital adjustments to ensure project progress in 2025. For projects that must be completed in 2025, sufficient capital must be allocated for implementation. For the Tuyen Quang - Ha Giang Expressway Project, the general ground and balancing capacity will be considered to arrange capital according to two options of 50% and 100% capital as proposed by localities.

The Prime Minister requested relevant ministries and branches to review and inspect the implementation of the law on mineral exploitation in localities; strictly handle violations; directly go to the grassroots to guide the removal of obstacles in construction material mines in accordance with the Party and State's viewpoints on land and mineral ownership. Promote the emulation movement "500 days and nights to complete 3,000 km of highway"; promptly encourage and care for the lives of workers and contractors constructing the project. Contractors and project management boards need to review their work, assign more tasks, and share work with local businesses to create jobs for workers.
