Today, in the joyful atmosphere of the historic spring days, I am very pleased to attend the 50th Anniversary of the Liberation of Quang Nam (March 24, 1975 - March 24, 2025) and the 95th Anniversary of the founding of the Provincial Party Committee (March 28, 1930 - March 28, 2025). On behalf of the Party and State leaders, I would like to send my warmest regards and best wishes to the leaders and former leaders of the Party, State, Vietnam Fatherland Front, leaders of Quang Nam province through the periods, veteran revolutionaries, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces , Heroes of Labor, distinguished guests and all the people!

Quang Nam, a land rich in historical and cultural traditions, “brave and resilient” has always been a shining symbol of patriotism, indomitable will and indomitable spirit in the face of all difficulties and challenges. Throughout history, from the patriotic movement against colonialism and imperialism to the nation’s long-term resistance war, the people of Quang Nam have always been united, unanimous, and joined hands to contribute to the whole country in defeating the invaders, liberating and building the homeland.
Established on March 28, 1930, just two months after the birth of the Communist Party of Vietnam, it has been 95 years, having undergone many mergers and organizational separations, but the birth of the Quang Nam Provincial Party Committee marked an important milestone in the history of the revolutionary struggle of the army and people of Quang Nam, bringing the local revolutionary movement into a new period, contributing significantly to the victory of the Vietnamese revolution under the leadership of the Communist Party of Vietnam, worthy of the trust that cadres, party members and people have entrusted.
Exactly 50 years ago, under the direct leadership and direction of the Zone 5 Party Committee and the Quang Nam Provincial Party Committee, together with the main force, the army and people of Quang Nam achieved glorious feats of arms, completely liberating Quang Nam province, contributing significantly to the victory of the Great Spring Victory in 1975, completely ending the resistance war against the US to save the country, liberating the South, and unifying the country. This is a brilliant milestone in the history of the province's revolutionary struggle, demonstrating the indomitable will, deep patriotism and immortal solidarity of the people of Quang Nam.
After the country's reunification, the Party Committee, government and people of Quang Nam focused on overcoming the consequences of war, stabilizing life, carrying out socialist reforms, implementing the Party's renewal policy with steps appropriate to the specific characteristics and conditions of the locality. Overcoming the difficulties in the early days of re-establishing the province (January 1, 1997): The economy was at a low starting point and seriously unbalanced; agricultural production was the main focus; industry and handicrafts were still scattered and small; trade and services were still poor, not meeting the needs of production and life; The infrastructure is still weak and not yet synchronized... with the spirit of solidarity, fighting spirit and strong determination, under the wise leadership of the Provincial Party Committee, the government, the army and people of Quang Nam have joined hands, made efforts, been proactive, creative, focused their intelligence to overcome difficulties, promote advantages, mobilize internal resources, attract investment, seek help from the Central Government, and support from provinces and cities across the country. Up to now, after 28 years of re-establishment, Quang Nam has had positive, comprehensive and profound changes in socio-economic development.
From a province in the poorest group in the country, having to receive subsidies of over 70% of the central budget; up to now, Quang Nam has risen to become a fairly developed province in the region, contributing to the central budget. The scale of the economy in 2024 at current prices will reach about 129 trillion VND, an increase of more than 40 times compared to 1997, the economic structure will shift towards modernity with the value of industry - services accounting for more than 88%; the state budget revenue is estimated at 27,600 billion VND, more than 217 times higher than in 1997; per capita income is more than 84 million VND. The tourism industry has developed strongly, administrative reform and new rural construction have many positive changes; poverty reduction and the elimination of temporary and dilapidated houses have been focused on and implemented drastically. National defense has been consolidated; security and politics have been maintained; social order and safety have been ensured; foreign affairs activities have been expanded. The political system operates increasingly synchronously, achieving many important results; developing party members annually ensures quantity and quality; drastically implementing the arrangement and streamlining of the apparatus in accordance with the spirit of Resolution No. 18 of the Central Committee. Democracy is promoted, the great national unity bloc is increasingly consolidated; attention is paid to the work of Party building and rectification. This is an important premise for Quang Nam to strive to successfully implement the Resolution of the 22nd Provincial Party Congress (term 2020 - 2025), and compete with the whole country to successfully implement the Resolution of the 13th National Party Congress.
On behalf of the Party and State leaders, I warmly commend and congratulate the achievements that the Party Committee, government and people of Quang Nam have achieved in the glorious historical journey of the past 95 years.
Dear comrades!
The achievements today are the crystallization of patriotism, indomitable will, solidarity, perseverance and constant creativity of the Party Committee and all the people of Quang Nam. However, the road ahead still has many difficulties and challenges; requiring us to look to the future with new efforts, determination and aspirations. I believe that Quang Nam will continue to promote its cultural identity and glorious revolutionary tradition, make the most of its potential and advantages, focus on accelerating and breaking through in all fields to build and develop the homeland in a comprehensive, modern and sustainable direction and become a model for the whole country.
To achieve that, the Party committees, authorities and people of Quang Nam need to focus on implementing a number of major orientations and key tasks as follows:
First of all, update, concretize, and urgently and resolutely implement the Party's guidelines and policies, the State's policies and laws on streamlining the apparatus of the political system according to Conclusion No. 126-KL/TW dated February 14, 2025 and Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo and the Secretariat. Continue to improve the leadership, governance, and fighting capacity of the Party Committee in conjunction with building a lean, strong, efficient, effective, and efficient political system; reduce overlap in management, focus resources on strong investment in infrastructure, health care, education, and key economic sectors. Combine the streamlined apparatus with the structure, build a team of qualified, capable, and responsible cadres who are formally trained, have reasonable staffing, and standardize titles. In the coming time, Quang Nam needs to urgently focus on recruiting, training and building a team of good cadres in the apparatus from the provincial to ward and commune levels.
Quang Nam needs to maintain and effectively promote the main growth drivers of the economy; develop based on the balance between urban and rural areas, industry and agriculture, mainland and islands, striving for a double-digit GRDP growth rate from 2025 onwards. Make the most of the potential and advantages of geographical location, natural landscape, cultural heritage for sustainable economic development; turn Quang Nam into the pharmaceutical industry center of the country with Ngoc Linh ginseng as the key crop according to the project just approved by the Prime Minister. Promote the advantages of Chu Lai Open Economic Zone, attract investment to develop key industries, high-tech agricultural projects; focus on environmental protection, responding to climate change and building and developing a green, circular and sustainable economy.
I believe that Quang Nam will continue to promote its cultural identity and glorious revolutionary tradition, make the most of its potential and advantages, focus on accelerating and making breakthroughs in all fields to build and develop its homeland in a comprehensive, modern, sustainable direction and become a model for the whole country.

Promote trade promotion, invite and attract strategic investors to invest in and develop the exploitation of airports, seaports, logistics centers, etc. Promoting two world cultural heritages, namely Hoi An ancient town, My Son temple complex and famous cultural and historical destinations, Quang Nam needs to develop high-quality tourism and services, becoming the leading tourism center of the country, a green, safe and sustainable tourist destination of international stature; create unique, new and attractive tourism products and closely link tourism development with the preservation of traditional cultural values.
Focus on developing high-quality human resources, promoting the development of science, technology, innovation and digital transformation according to Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo and Resolution No. 03-NQ/TW, dated January 9, 2025 of the Government. Invest heavily in research and application of science and technology, promote the startup ecosystem, innovation; innovate management methods, develop socio-economy, improve public services, prevent the risk of falling behind; strengthen cooperation with universities and research institutes at home and abroad to improve the quality of human resources, meet the needs and trends in the new development era.
Focus on improving the quality of life of the people, especially ethnic minorities in disadvantaged areas, remote areas, mountainous areas, border areas, and islands; pay attention to listening to the thoughts and aspirations and creating high consensus among the people, implementing social security well, sustainable poverty reduction, allocating the budget fairly, implementing development projects that bring practical and equal benefits to the people. Directing and implementing the renovation and upgrading of martyrs' cemeteries, works honoring martyrs in the area and speeding up the progress to complete the program of eliminating temporary and dilapidated houses according to the Central's policy towards celebrating the 50th anniversary of the Liberation of the South, National Reunification and the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam.
Continue to pay attention to promoting the building of a clean and strong Party; effectively prevent and combat corruption, waste and negativity. Strengthen national defense and security, maintain political stability and social order and safety; build a strong, disciplined, elite and modern armed force; build a solid "people's heart position" associated with the national defense position and the people's security position. Quang Nam must truly be a solid shield in the Central Highlands region, contributing to protecting the territorial integrity and national sovereignty.

The road ahead requires us to continue to innovate and create constantly. I deeply believe that the Party Committee, government, army and people of Quang Nam will continue to promote the glorious revolutionary tradition, uphold the spirit of creativity, dynamism, the will of "self-reliance, self-confidence, self-reliance, self-strengthening, national pride" , firmly overcome difficulties and challenges, unite, continue to exploit potentials and strengths, mobilize all resources, constantly strive, make breakthroughs in socio-economic development, in the immediate future, turn Quang Nam into a bright spot of development in the whole country, an important growth pole of the Central Highlands region by 2030, making a worthy contribution to the common development of the region and the country.
On this occasion, I request that the Central Committees, ministries, branches and organizations continue to pay attention to coordinating, supporting and creating favorable conditions for Quang Nam to develop; provinces and cities nationwide, especially those in the North Central and Central Coast regions, actively build and strengthen effective linkage and cooperation relationships with Quang Nam to create a larger-scale economic zone, increase competitiveness, attract investment and make the most of development potential.
Once again, I would like to send my best wishes for health and happiness to the leaders, delegates and all the people. I wish the Party, government and people of Quang Nam to always be united, strong and achieve even greater achievements in the coming time.
