Identifying the “tip of the iceberg”
On the afternoon of November 26, the National Assembly continued to discuss in the hall the work reports of the Chief Justice of the Supreme People's Court and the Chief Prosecutor of the Supreme People's Procuracy; crime prevention and control and law violations; execution of judgments; corruption prevention and control in 2024; results of supervising the settlement of voters' petitions sent to the 7th Session of the 15th National Assembly; results of receiving citizens, handling petitions and resolving citizens' complaints and denunciations in 2024.
Speaking at the discussion session, delegate To Van Tam (Kon Tum) said that the Government's work report properly assessed the results of preventing and combating corruption and negativity, while frankly acknowledging the difficulties, shortcomings and limitations in this work.
The delegate stated that the work of preventing and combating corruption, negativity and waste has been continuously promoted, not slowing down the development momentum but serving to promote socio-economic development, consolidating and enhancing the trust, consensus and support of Party members and people.

The assessment of the limitations, shortcomings and inadequacies of this work that the Government's report has pointed out is frank and appropriate. However, the delegate said that there are still shortcomings and limitations that have been pointed out in previous reports. Although the organization has directed to overcome them, they have not been thoroughly resolved.
Typically, the recovery of assets in criminal cases of corruption and economic crimes still has a large backlog, so delegates suggested that the Government continue to pay more attention and direct more strongly in this work.
The delegate also said that people not only agree and support but also participate in the process of fighting corruption, waste and negativity, in which the most important tool is to reflect and denounce corrupt and negative acts, so it is necessary to promote the role of people in this work.
Therefore, delegates recommended that the Government should further assess the role of people in preventing and combating corruption and negativity, and continue to improve the legal mechanism to promote the role of people in this work.
In addition, it is necessary to research and pilot forms of reporting and denouncing corruption via telephone and hotlines in the current conditions of information technology development.

Also appreciating the work of preventing and combating corruption and negativity in recent times, which has achieved positive results, and has been supported and agreed upon by the people of the whole country, delegate Pham Van Hoa (Dong Thap) also pointed out that the recovery of corrupt assets has made progress but has not yet met expectations. Many assets have been seriously lost, and the possibility of recovery is difficult. In particular, crimes are often in sensitive public places, where negativity can easily arise between those in power and those in need of help.
From there, the delegate believes that there must be the involvement of competent authorities in objective and honest inspection and auditing to prevent them from daring, abusing, or being greedy. “That is the ‘tip of the iceberg’ of corruption and negativity,” the delegate emphasized.
Expressing concern about the issue of waste, the delegate analyzed that waste may seem normal because it is invisible and receives little attention, but ultimately, waste can cause losses no less than corruption if properly assessed.
Therefore, delegates suggested that the National Assembly, the Government, and relevant agencies pay more attention to waste to effectively prevent this situation and include it in resolutions at competent levels for deployment and implementation.

Speaking about the work of preventing and combating corruption and negativity, delegate Pham Dinh Thanh (Kon Tum) assessed that over the past many years, the work of preventing and combating corruption and negativity has continued to be promoted, more drastically, synchronously and comprehensively. Many major economic corruption cases have been investigated, clarified, and tried promptly and strictly, and voters are very sympathetic.
However, according to the Government's Report and the National Assembly's Judicial Committee's Inspection Report, corruption, economic crimes, and smuggling continue to be complicated. Violations in energy construction planning, bidding for public property procurement, and land management and use are prominent. The Judicial Committee's Inspection Report shows that property embezzlement crimes increased by 45.61%.
According to the delegate, this issue needs to be seriously researched to clarify the causes and conditions of the crime, closely inspected and reviewed to detect and overcome loopholes and shortcomings in state management of the economy, land, mineral resources, and investment project management, thereby helping to prevent, stop, and handle this type of crime more effectively in the coming time.

The report further clarified some issues that National Assembly deputies and voters nationwide are concerned about regarding the work of preventing and combating corruption and negativity. Government Inspector General Doan Hong Phong frankly acknowledged that the work of building and perfecting institutions to prevent and combat corruption and negativity in some cases has not fully met the requirements, and some guidelines in the Party's policies have been slow to be institutionalized into laws...
In the coming time, implementing the direction of General Secretary To Lam on removing the "bottleneck of bottlenecks" which is the institution, the Government Inspector General said that the Government will continue to focus on directing the construction, completion and synchronization of laws, creating openness to unlock all resources for development, overcoming loopholes and inadequacies that can easily lead to corruption, waste and negativity.
The Government Inspectorate continues to advise the Government and the Prime Minister to direct all levels and sectors to strictly and effectively implement anti-corruption measures such as: Publicity and transparency in the organization and operation of agencies and units; transfer of work positions; administrative reform, application of science and technology in management; promotion of non-cash payments; control of assets and income; handling of responsibilities of leaders when corruption, waste and negativity occur, and at the same time step up inspection and examination of areas with many shortcomings and limitations as pointed out by the audit opinions.
According to Mr. Doan Hong Phong, the direction and tasks in 2025 determine that preventing and combating corruption and negativity is an important task that is both urgent and long-term, and is also the responsibility of the entire political system, first of all of the leaders of Party committees and authorities at all levels; preventing and combating corruption, waste and negativity must put the interests of the nation, people and the Party above all, ensuring political security, order and social safety, contributing to socio-economic development.
Receiving the opinions of the review and the opinions of the National Assembly deputies, the Government Inspector General Doan Hong Phong emphasized that the Government Inspectorate will report to the Government and the Prime Minister to continue to lead, direct, operate, and synchronously implement tasks and solutions to prevent and combat corruption, waste, and negativity in the coming time.
