December 31 is the deadline for putting Bach Mai Hospital 2 and Viet Duc Friendship Hospital 2 in Ha Nam province into use. This is the content requested by the Standing Committee of the Central Steering Committee on Anti-Corruption, Wastefulness and Negativity at the meeting on March 25.
Handling 4 officials under central management, putting 4 cases under monitoring and direction
According to the report at the meeting, from the beginning of 2025 until now, the Politburo, the Secretariat, and the Central Inspection Commission have disciplined 4 officials under the Central management.
The Ministry of Public Security's investigation agency and local police have prosecuted and investigated a number of cases of waste according to the motto "handling one case, warning the whole region and the whole field".
Such as the case of "receiving bribes; violating bidding regulations causing serious consequences" that occurred at the Ministry of Agriculture and Rural Development, Hoang Dan Company Limited and related units.

Also at this meeting, the Standing Committee of the Steering Committee agreed to include a number of cases and incidents with signs of waste under the Steering Committee's monitoring and direction, including: The case of "Violating regulations on management and use of State assets causing loss and waste" related to violations at the Project of the Operation and Trade Center Building, Vietnam Cement Corporation (VCEM); Hoi Xuan Hydropower Project, Thanh Hoa Province; Project to build the headquarters of the Ministry of Foreign Affairs; Sub-project 2 (Lim - Pha Lai), belonging to the Yen Vien - Pha Lai - Ha Long - Cai Lan railway project.
Completely handle slow-progressing, low-efficiency projects
Regarding the tasks in the coming time, the Standing Committee of the Steering Committee requested to create more obvious changes in the work of preventing and combating waste, especially focusing on thoroughly handling projects that are behind schedule, have backlogs, are prolonged, and are ineffective, causing great loss and waste, contributing to mobilizing and effectively using resources to serve the economic growth target of over 8% in 2025 and double digits in the following years.
The Standing Committee of the Steering Committee requested that the Government, ministries, branches and localities continue to thoroughly review; clarify the causes of delays and prolonged backlogs; propose solutions and clearly define the handling authority for each project, not to shirk responsibility, to put projects into operation and use as soon as possible; and complete the handling plan before June 30.
Issue the Inspection Conclusion before March 31 and direct the removal of difficulties and obstacles, putting the second facility of Bach Mai Hospital and the second facility of Viet Duc Friendship Hospital in Ha Nam province into use before December 31, 2025.
Focus on removing difficulties and obstacles, soon putting into operation and using renewable energy projects and projects to solve flooding caused by tides in Ho Chi Minh City area.
Conduct specialized inspections and audits in a number of localities with many projects and works using state budget capital, long-term backlog, and high risk of loss and waste; complete specialized inspections on waste prevention and control in the management and use of real estate facilities managed by state agencies, organizations, and enterprises in 2025.
The Bach Mai Hospital 2 Facility Construction Investment Project and the Viet Duc Friendship Hospital 2 Facility Construction Investment Project started construction at the end of 2014. These facilities were built with the aim of reducing the demand for medical examination and treatment at the overloaded facility 1. In October 2018, the examination areas of both facilities were officially inaugurated. After that, the examination area of Bach Mai Hospital was put into use for a period of time from March 2019 to March 2020 and then announced a temporary suspension of operations. This area was once requisitioned as a centralized quarantine area for Covid-19 prevention. Viet Duc Hospital 2 Facility is currently not accepting patients.
According to the investment decision approved by the Ministry of Health in 2014, each project has an investment scale of 1,000 hospital beds; the total investment for each project is about 4,990 billion VND; of which the State budget capital is 4,500 billion VND, the rest is from other sources.
