On the afternoon of August 10, Deputy Prime Minister Tran Luu Quang chaired an online conference with 14 provinces in the Northern Midlands and Mountains region on the implementation of national target programs (NTPs), difficulties, obstacles and solutions, and key tasks in the coming time; and gave opinions on additional content to the Draft Land Law related to land management and use policies for ethnic minorities.
Attending the conference at Cao Bang bridge point were Vice Chairman of the Provincial People's Committee Nguyen Trung Thao; Deputy Heads and members of the Steering Committee for the implementation of the Provincial National Target Programs for the period 2021 - 2025.
In the 2021 - 2025 period, the Central Government allocated a total public investment capital of VND 47,057.642 billion to localities in the Northern Midlands and Mountains region to implement 3 National Target Programs. The 2023 Central budget supports VND 22,480.294 billion, of which, investment capital is VND 11,534.856 billion and public service capital is VND 10,945.438 billion. To date, localities in the region have allocated VND 11,287.675 billion in investment capital, reaching a rate of 97.8%.
Disbursement of central budget capital from the beginning of 2023 to June 30, 2023 is 3,764,855 billion VND, reaching 32.63% of the capital plan assigned by the Prime Minister. For the capital source extended from 2022 to 2023, disbursement in the first 6 months of the year is 2,020,738 billion VND, reaching 41.2%, bringing the cumulative disbursement of the investment capital plan in 2022 to 74%.
Implementing the objectives, tasks, projects, and sub-projects of the National Target Programs, localities in the region basically completed a number of targets in the period. 100% of localities exceeded the annual poverty reduction rate according to the poverty standard for the period 2022 - 2025; the multidimensional poverty rate was 25.69%; the poverty reduction rate in ethnic minority areas reached an average of 3.61% (reaching the target of over 3% of the plan); the rate of ethnic minority households residing in remote areas at risk of flash floods, landslides, and landslides that were planned, arranged, and relocated reached 42.5/60% of the plan target. There were 963/2,022 communes (47.6%) meeting new rural standards (an increase of 4.3 percentage points compared to the end of 2021).
In the process of implementing the National Target Programs, some difficulties and problems have arisen, such as: Appraising production development support projects at the provincial level increases approval time; investment projects are still small and scattered, leading to a large number of documents and procedures to be implemented. The National Target Programs were approved and the counterpart capital ratio was prescribed after the decision on the medium-term capital plan for the local budget for the period 2021 - 2025, so it is difficult to ensure the allocation of counterpart capital to implement the programs according to the prescribed ratio. The career capital is allocated each year and divided into detailed items, making it difficult for localities to determine the objectives of the period and convert capital between the contents of the program to adapt to actual conditions. Some provinces are assigned goals and tasks that are not suitable to the actual implementation situation of the province...
At the conference, localities, ministries, departments and central agencies shared issues, obstacles and limitations in the implementation of the National Target Programs; gave opinions on additional content to the Draft Land Law related to land management and use policies for ethnic minorities such as: Publicity of planning, land use plans, land use fee exemption and reduction policies, support for costs of measuring cadastral records...
Deputy Prime Minister Tran Luu Quang suggested that localities flexibly integrate the implementation of the National Target Programs, avoiding scattered investment; disbursement must be substantive, reaching the right addresses of ethnic minorities in need of support; localities actively learn and share experiences and good practices in implementing the National Target Programs; resolutely disburse all capital in 2022 and transfer to 2023, striving to disburse at least 90% of capital in 2023. The Government Office, ministries and branches in charge monitor assigned tasks, prepare to report to the National Assembly at the next session; the Ministry of Planning and Investment takes the lead in coordinating to propose contents that need to be included in the National Assembly's resolution to remove legal obstacles related to the National Target Programs.
