According to the case file, on July 13, 2024, Tran Duc Khoa (born in 2007), son of Tran Van Phuoc (born in 1982, residing in Tay Tri quarter, Ward 1, Dong Ha city, Quang Tri province) was driving a motorbike and caused a traffic accident, injuring his jaw. On July 14, 2024, Phuoc took Khoa to Hue Central Hospital for treatment. Because Khoa did not participate in health insurance, Phuoc took the health insurance card of Vo Van Bi (Phuoc's nephew) to examine and treat Khoa at the hospital.

On July 29, 2024, Khoa was discharged from the hospital, and Mr. Phuoc completed the discharge procedures for his son with a total inpatient treatment cost of more than 15.5 million VND; of which Mr. Phuoc only paid 3.1 million VND, the remaining 12.4 million VND will be paid by the Health Insurance Fund. During the investigation of the traffic accident, the Dong Ha City Police, Quang Tri Province, checked Khoa's medical records at Hue Central Hospital and discovered that the hospital did not have Khoa's medical records, but only had medical records under the name Vo Van Bi from July 14, 2024 to July 29, 2024.

After reviewing the case file and the defendant's testimony at the trial, the Trial Panel of the People's Court of Thuan Hoa District sentenced Mr. Tran Van Phuoc to 6 months of non-custodial reform.
