Things to do after the extraordinary meeting

The 9th extraordinary session was more special than any extraordinary session before.


In particular, the National Assembly discussed many draft laws that need to be amended immediately related to the arrangement of the apparatus; issues closely related to socio-economic development not only in 2025 but also as a foundation for the development of the country in the future.

The National Assembly voted to pass a Resolution on investment policy for the Lao Cai - Hanoi - Hai Phong railway construction investment project at the 9th extraordinary session.

A series of important projects have been approved for investment, such as the Lao Cai - Hanoi - Hai Phong railway project; piloting a number of specific mechanisms and policies for developing the urban railway network in Hanoi and Ho Chi Minh City; or the Ninh Thuan nuclear power plant construction project...

With 4 laws and a series of important resolutions passed, this is an important premise to continue implementing the work of restructuring the apparatus from the central to local levels.

The National Assembly had just closed when the next morning many provinces held People's Council meetings to approve the organizational structure of provincial professional apparatus.

That shows the influence of the decisions made in the 9th extraordinary session on political, economic and social life.

Because the volume of laws and resolutions passed is very heavy, all of these projects follow a shortened process, being considered and approved in one session.

Most laws and resolutions take effect immediately upon their passage, demonstrating the urgency to keep up with the development of current social life and the close accompaniment of the National Assembly with the Government.

Along with that is the demonstration of the serious and effective working spirit of the National Assembly and National Assembly deputies.

Notably, the draft laws submitted to the National Assembly this session have many new issues, are correct and accurate, concise, easy to understand, affirming timely, necessarily objective, correct, far-sighted, and convincing policies.

That is the direction of modernizing the legislative work that the National Assembly is currently aiming for. That means, the law must be stable and used for a long time.

To do so, the law only regulates the most general and basic issues, while specific details regarding processes and procedures will be assigned to the Government.

This, in my opinion, is reasonable because it is in line with the Government's authority. When there are any changes in life that require adjustments to procedures and paperwork, the Government can proactively research and amend them.

When only the framework law and the principles of law application are rigidly stipulated, the time for reviewing and passing the law is faster.

But that does not mean that the responsibility of the National Assembly is reduced, but that the responsibility of the National Assembly's agencies and Committees is increased in examining and supervising the Government's implementation of laws.

After the National Assembly passes, many tasks need to be implemented immediately so that the laws and resolutions can soon come into effect and achieve the set goals.

In the coming time, it is necessary to urgently improve the organization's apparatus in two aspects. First of all, it is necessary to arrange and streamline the organization within the apparatus of departments and branches.

In addition, there is the work of cadres. Where there is a lack of leadership, we will continue to strengthen it, and where cadres wish to retire early to serve the work of reorganizing the organization, we will also do so early.

At the same time, it is necessary to continue researching reasonable policy mechanisms to solve the regime for early retirees.

Currently, the Government has issued regulations to resolve the regime for early retirees, but in my opinion, there are still many comments from National Assembly deputies and experts.

Therefore, it is necessary to continue to absorb and research to continue to issue reasonable policies for those who retire early, serving the process of reorganizing the apparatus.

Most importantly, in the coming time, we must both reorganize the apparatus and develop the economy. We must not wait for the apparatus to be reorganized, stabilized and familiarized before continuing to do other things.

All of this had to be done in parallel, so the pressure on those in the system was enormous.
