National Assembly Chairman: The 9th session is historic for the country

The National Assembly Chairman said that the upcoming 9th Session is of great historical significance to the country; if agencies do not coordinate early and from afar, the 9th Session will not be successful.

On the morning of March 25, at the National Assembly House, the National Assembly Standing Committee held the 7th Conference of full-time National Assembly deputies to discuss a number of contents to be submitted to the National Assembly at the 9th Session of the 15th National Assembly.

Consulting the people on amending the Constitution

Chairing and delivering the opening speech, National Assembly Chairman Tran Thanh Man stated that the Conference discussed and gave opinions on 8 draft laws that were first commented on by the National Assembly at the 8th Session; one draft law was submitted to the National Assembly for consideration and approval according to the procedure at 1 session (Law on amending and supplementing a number of articles of the Law on Product and Goods Quality) and one draft law is expected to be reported to the National Assembly for consideration and approval at the 9th Session according to the procedure for approval at 1 session (if eligible) (draft Law on Personal Data Protection).

According to the National Assembly Chairman, this is the 7th Conference of full-time National Assembly deputies of the 15th National Assembly term, in the context that the entire political system is urgently implementing tasks to continue to reorganize the apparatus.

Phase 1 has arranged ministries, branches, agencies of the National Assembly, agencies of the Party, the Fatherland Front and mass organizations. Phase 2 is expected to amend and supplement the Constitution and amend a number of laws.

If the amendments and supplements to the Constitution are passed, there will be no district-level administrative units. At the same time, some provincial-level administrative units will be merged and consolidated; and commune-level administrative units will be arranged.

It is expected that after the reorganization, the number of provincial-level administrative units will be reduced by 50% and the number of commune-level administrative units will be reduced by 60-70% compared to the present. The 9th regular session is expected to last for nearly 2 months; during this time, public opinions will be sought on amending the Constitution.

From late April to May, the National Assembly Standing Committee will meet continuously to reorganize commune-level administrative units. The reorganization is to have an efficient, effective, and productive apparatus.

The National Assembly Chairman said that the draft laws discussed at this Conference regulate many different areas, including very important laws that have a great impact on production and business activities and the business community such as: Law on Special Consumption Tax (amended), Law on Corporate Income Tax (amended), Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; promoting the development of the domestic information technology and digital technology industries such as the Law on Digital Technology Industry; keeping up with social movements, managing and creating favorable conditions for advertising activities such as: Law on amending and supplementing a number of articles of the Law on Advertising...

In addition, there are also law projects that have received much attention from public opinion and National Assembly deputies such as: Law on Teachers; meeting the requirements of improving capacity and effectiveness of state management in the field of employment, solving employment-related issues such as the Law on Employment (amended)...

At the meetings in January, February and March 2025, the National Assembly Standing Committee gave clear opinions on specific and important issues for each draft law; agreed to revise many contents compared to the draft submitted to the National Assembly at the previous session and directed the completion of the dossier to be submitted to today's Conference.

The National Assembly Chairman requested that National Assembly deputies continue to discuss and analyze carefully the new issues and provisions with different opinions in each draft law; evaluate whether the draft law has updated the new orientations, policies, leadership and direction of the Party Central Committee, the Politburo and the Secretariat in law-making work; evaluate whether the specific provisions have ensured the constitutionality, legality, unity and synchronization in each draft and unity and synchronization with newly promulgated laws and other laws in the legal system.

At the same time, the assessment has ensured that only contents under the authority of the National Assembly have been regulated; decentralization and delegation of power have been promoted and Regulation No. 178 dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work has been strictly implemented.

On that basis, National Assembly delegates clearly expressed their opinions on whether the projects were qualified to be submitted to the National Assembly for approval at the next session.

Quickly put the Party's policies into practice

The National Assembly Chairman emphasized that the very positive and breakthrough results in the legislative field at the 7th, 8th and 9th extraordinary sessions have affirmed the correctness of the policy of innovative thinking in law-making as well as the practical and important significance of specialized conferences in ensuring the quality of draft laws when submitted to the National Assembly.

The National Assembly Chairman suggested that it is necessary to continue to thoroughly grasp and effectively implement the policy of innovation in law-making thinking, in order to quickly put the Party's policy into practice. Laws need to be concise, effective, efficient, and promote decentralization and delegation of power. Regarding the law-making process, the submitting agency is ultimately responsible for the draft law until the National Assembly votes to approve it.

Therefore, the Government and drafting agencies must firmly grasp this spirit to assign tasks, monitor, and listen to opinions at all meetings and discussion sessions.

The National Assembly Chairman also requested that the National Assembly agencies and National Assembly deputies continue to closely coordinate with the drafting agencies in all stages from discussion, consultation, editing, examination, etc. in the spirit of companionship, substance, and sharing, to ensure that the draft laws and draft resolutions submitted to the National Assembly are of the highest quality, immediately meeting the practical requirements set forth in the country's epochal development stage.

From lessons learned from previous sessions, the National Assembly Chairman pointed out that if agencies do not coordinate early and from afar, the upcoming 9th Session will not be successful.

The National Assembly Chairman requested that National Assembly deputies actively study; prepare brief, concise opinions, avoid duplication, have in-depth analysis, convincing arguments and propose specific solutions; representatives of the drafting agency and the reviewing agency report and clarify further issues that deputies are interested in.

Immediately after the end of this Conference, the coordinating agencies will collect opinions, promptly complete documents and send them to National Assembly deputies, ensuring that National Assembly deputies have access to documents and contents presented at the Session as soon as possible.

The National Assembly Chairman said that the upcoming 9th Session is of great historical significance to the country. The amount of content is huge, while the preparation time is shortened by about 2 weeks.

The National Assembly Standing Committee has been directing National Assembly agencies to speed up the completion of contents in their assigned fields to ensure the progress of submission to the National Assembly./.
