(NLDO) - The National Assembly Chairman emphasized that the 9th session of the 15th National Assembly taking place next May has important and historical significance for the country.
On the morning of March 25, under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly Standing Committee held the 7th Conference of full-time National Assembly deputies to discuss a number of contents to be submitted to the National Assembly at the 9th Session of the 15th National Assembly.

Speaking at the opening of the conference, National Assembly Chairman Tran Thanh Man emphasized that the conference took place in the context of the entire political system urgently implementing tasks to continue restructuring the apparatus. The draft laws discussed at this conference regulate many different areas in order to quickly put the Party's policies into practice.
At the conference, delegates gave their opinions on 8 draft laws that were first commented on at the 8th Session; 1 draft law submitted to the National Assembly for consideration and approval according to the procedure at a session and 1 draft law expected to be reported to the National Assembly for consideration and approval at the 9th Session according to the procedure at a National Assembly session (if eligible).

The draft laws discussed at the conference regulate many different areas, including very important laws that have a great impact on production and business activities and the business community such as: Draft Law on Special Consumption Tax (amended); Draft Law on Corporate Income Tax (amended); Draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; promoting the development of the domestic information technology and digital technology industries such as the Draft Law on Digital Technology Industry; keeping up with social movements, management, and creating favorable conditions for advertising activities such as: Draft Law on amending and supplementing a number of articles of the Law on Advertising.
In addition, there are also draft laws that have received much attention from public opinion and National Assembly deputies, such as the draft Law on Teachers; meeting the requirements of improving capacity and effectiveness of state management in the field of employment, solving employment-related issues such as the draft Law on Employment (amended).
The National Assembly Chairman requested that National Assembly deputies continue to discuss and carefully analyze new issues and regulations with different opinions of each draft law in the spirit of whether the content of the draft law has updated the new orientations, policies, leadership and direction of the Party Central Committee, Politburo and Secretariat in law-making work or not.
Along with that, it is necessary to analyze and evaluate whether specific provisions have ensured the constitutionality, legality, unity and synchronization in each draft and have been unified and synchronized with newly promulgated laws and other laws in the legal system; have ensured that they only regulate contents under the authority of the National Assembly; have promoted decentralization and delegation of power and strictly implemented Regulation No. 178 dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making work.
"On that basis, National Assembly delegates should clearly express their opinions on whether the projects are qualified to be submitted to the National Assembly for approval at the next session," the National Assembly Chairman suggested.

According to the National Assembly Chairman, it is expected that at the upcoming 9th Session, the National Assembly will pass 11 draft laws and give opinions on 16 draft laws. Notably, the National Assembly will amend and supplement a number of articles of the 2013 Constitution and related laws.
The National Assembly Chairman suggested that the Ministry of Justice coordinate with the Committee on Law and Justice, ministries, branches, and agencies of the National Assembly to review laws that need to be amended and supplemented to serve the implementation of streamlining the apparatus.
The National Assembly Chairman suggested that it is necessary to continue to thoroughly grasp and effectively implement the policy of innovation in law-making thinking, in order to quickly put the Party's policy into practice. Laws need to be concise, effective, efficient, and promote decentralization and delegation of power.
Regarding the law-making process, the submitting agency is ultimately responsible for the draft law until it is approved by the National Assembly. Therefore, the Government and the drafting agency must grasp this spirit to assign tasks, monitor, and listen to opinions at all meetings and discussion sessions. The agency in charge of drafting the draft law must monitor from beginning to end.
The National Assembly Chairman requested that the National Assembly agencies and National Assembly deputies continue to closely coordinate with the drafting agencies in all stages from discussion, consultation, editing, verification, etc. in the spirit of companionship, substance, and sharing, to ensure that the draft laws and draft resolutions submitted to the National Assembly are of the highest quality, immediately meeting the practical requirements set forth in the country's epochal development stage.
The National Assembly Chairman emphasized that the upcoming 9th Session of the 15th National Assembly is of great historical significance to the country. The amount of content is huge, while the preparation time is short.
"Immediately after the end of this conference, the coordinating agencies will collect opinions, promptly complete documents and send them to National Assembly deputies, ensuring that National Assembly deputies have access to documents and contents presented at the earliest session" - the National Assembly Chairman requested.
