Promoting the spirit of "overcoming the sun and rain", speeding up the construction progress of the Provincial General Hospital

Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son inspected the construction progress of the Ben Tre Provincial General Hospital Project.

After nearly 3 months of construction, the project is now about 10% complete, and the contractor is urgently working to ensure the set schedule.

Specifically, the construction package with a contract value of VND 879.3 billion is implemented by Handong Engineering & Construction Joint Stock Company. The project started on December 28, 2024 and is expected to be completed on June 26, 2026. Currently, the construction unit is performing mass pile driving and the foundation of the project.

Regarding the medical equipment package, after signing the construction package contract, the consulting unit has determined the procurement rate from countries (Korea, third country) and implemented the preparation of the list, quantity, and unit price of medical equipment to submit to the Technical Council. After the Provincial People's Committee reviews and approves the Decision to establish the Technical Council, it will review and unify the list, quantity, expected unit price, and technical specifications of medical equipment.

For the site leveling construction package, the project was accepted and handed over on June 8, 2023. On January 21, 2025, the Provincial People's Committee approved the Decision on final settlement of the project.

According to the Provincial Management Board of Investment and Construction of Civil and Industrial Works (representing the project investor), currently, a part of the project fence (about 350m) is obstructed by the residential road, so this item has not been implemented yet. The transformer station and power line (worth about 10 billion VND) are not included in the construction package because the design and estimate process exceeded the provisions of the Agreement. The road serving the hospital and the movement of people in and out of the hospital has not been built yet;...

Based on the difficulties and obstacles, the Provincial Management Board of Investment and Construction Projects for Civil and Industrial Works proposed that the Provincial People's Committee consider and approve the policy of adjusting the hospital fence in the direction of retaining the residential road to serve the travel of people in the area; approve the addition of the transformer station - power line with a value of about 10 billion VND using the reserve fund of the construction package; promptly establish an interdisciplinary technical council to review and unify the list, quantity, expected unit price, and technical parameters of medical equipment; consider and approve the traffic connection plan around the hospital with a value of about 500 billion VND.

After listening to the report and directly inspecting the site, the Standing Vice Chairman of the Provincial People's Committee Nguyen Truc Son highly appreciated the efforts of the construction unit, the project is currently being implemented on schedule. However, the locality's desire is to "speed up" with a spirit of determination, the project is expected to be completed in 18 months but can be shortened further and is not allowed to be extended, must be implemented in accordance with the direction of the Government, implementing "3 shifts 4 shifts", "overcoming the sun to overcome the rain".

Regarding issues related to local responsibilities, the leader of the Provincial People's Committee said that the province is committed to implementation, and at the same time provides maximum support and creates favorable conditions for the construction unit to implement the project.

After the inspection, Permanent Vice Chairman of the Provincial People's Committee Nguyen Truc Son had a working session with departments and branches to resolve difficulties related to the project.

The Vice Chairman of the Provincial People's Committee also assigned the Department of Construction and the Department of Finance to coordinate with the Provincial Management Board of Investment Projects for Construction of Civil and Industrial Works to study and advise on traffic connection plans around the hospital to ensure traffic connection and technical infrastructure for the project after completion and put into use.

Immediately after the inspection, Permanent Vice Chairman of the Provincial People's Committee Nguyen Truc Son had a working session with departments and branches and gave direct and specific instructions to resolve difficulties related to the Provincial General Hospital Project.

At the same time, the Provincial Management Board of Investment and Construction of Civil and Industrial Works is requested to closely monitor and urge contractors to speed up progress and shorten construction time. The Department of Finance is requested to ensure sufficient resources and capital to implement the project.
