On the morning of May 29, continuing the 5th session agenda, the National Assembly held a plenary session in the hall to discuss the mobilization, management and use of resources for the prevention and control of the Covid-19 pandemic; the implementation of policies and laws on grassroots health care and preventive medicine. This is one of the two topics of supreme supervision of the National Assembly in 2023.

Presenting the Report of the National Assembly's Supervisory Delegation, Chairwoman of the National Assembly's Committee on Social Affairs, Deputy Head of the National Assembly's Supervisory Delegation Nguyen Thuy Anh said that the National Assembly's supreme supervision topic was deployed in the context of the Covid-19 epidemic being controlled, all activities of economic and social life returning to normal, existing and arising problems in the process of epidemic prevention and control have been and are being overcome.

Regarding the results achieved in mobilizing, managing and using resources to serve the work of preventing and fighting the Covid-19 epidemic, Ms. Thuy Anh said: As of December 31, 2022, the total amount of money mobilized to directly serve the work of preventing and fighting the epidemic and implementing social security policies is about 230,000 billion VND.

Dialogue - How are the 230,000 billion VND resources used to fight the Covid-19 pandemic?

Over 11,600 billion VND has been mobilized into the Covid-19 Vaccine Fund. About 259.3 million doses of Covid-19 vaccine have been received.

There have been millions of volunteers, especially medical staff, officers and soldiers of the armed forces, directly participating in the frontline against the epidemic.

People from all walks of life, the business community, governments of various countries and international organizations have directly participated in the fight against the pandemic and contributed their efforts, money, goods and many other contributions in various forms, including many contributions and support that cannot be quantified in money.

Through monitoring, it is shown that the management, use, payment and settlement of resources for epidemic prevention and control have basically been implemented in accordance with the issued policies and guidelines. In particular, support has been provided to people, workers, employers and business households affected by the Covid-19 pandemic;

Implement policies and regimes for frontline forces and other forces participating in the fight against the epidemic; purchase Covid-19 vaccines; support research and testing of Covid-19 vaccines; purchase test kits; purchase medical equipment, supplies, drugs, biological products; pay for examination, emergency care, and treatment of Covid-19 patients; screening, admission, and medical isolation; support the construction, repair, and upgrading of Covid-19 treatment facilities, isolation facilities, and field hospitals, etc.

There have been serious violations.

In addition to the achieved results, the Monitoring Delegation also pointed out shortcomings and limitations in mobilizing, managing and using resources to serve the work of preventing and fighting the Covid-19 epidemic, such as: The current legal system does not cover everything and cannot regulate the relationships and situations that arise.

The issuance of policies and laws on management and use of resources for epidemic prevention and control in some cases has not met requirements, is not consistent, not timely... leading to confusion in implementation or having to be adjusted and supplemented many times. Some policies have not achieved the expected results.

The management, use, payment, and settlement of epidemic prevention and control funds from the State budget during and after the peak period of epidemic prevention and control were still delayed, causing many difficulties and problems that have not been resolved promptly and thoroughly. After the epidemic was controlled, the dissolution, handover, management of assets, payment, and settlement related to field hospitals, mobile medical stations, and Covid-19 treatment facilities have not been done well.

The management and coordination of social resources are sometimes limited, confusing in organization and implementation, and ineffective in use. The establishment of public ownership to manage and use many donated assets and goods is not timely.

Not fully monitoring, evaluating, and determining the physical objects, values, and labor time of a number of resources mobilized to prevent and fight the Covid-19 pandemic as a basis for accounting and reporting actual resources, especially resources mobilized from the People and organizations and individuals who voluntarily contribute.

Although some provinces and cities have response plans, local resources cannot immediately respond and cannot ensure resources for epidemic prevention and control, especially during the period of rapid and complicated outbreaks and prolonged social distancing.

Not being proactive in the production of materials, equipment, drugs, and biological products; in the early stages of the Covid-19 pandemic, access to and coverage of vaccines in Vietnam were slower than some countries in the region and the world; not paying due attention and investing in research, production, and supply of domestic vaccines.

The mobilization and support of human resources between localities and units has no overall plan and is not coordinated and unified. Working conditions, environment, and protective equipment are difficult and lacking; funding and payment of benefits and policies for human resources participating in epidemic prevention and control are slow.

The application of information technology to serve epidemic prevention and control work lacks unity, synchronization and wastes resources.

There have been serious violations in mobilizing, managing and using resources for epidemic prevention and control, especially in research, acceptance, transfer, circulation licensing, price negotiation, production organization, purchase and sale of Covid-19 test kits related to Viet A Technology Joint Stock Company and the organization of flights to bring Vietnamese citizens from abroad back to the country for quarantine at civil facilities, voluntarily paying fees during the Covid-19 epidemic; many officials at the central and local levels have been criminally prosecuted.

The monitoring delegation pointed out the causes of the problems, limitations and responsibilities in mobilizing, managing and using resources for Covid-19 prevention and control. At the same time, it presented lessons, solutions and specific recommendations for the National Assembly, the Government, ministries, branches and localities .
