On the morning of February 26, under the chairmanship of comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee and comrades: Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee, the 39th meeting of the 19th Provincial Party Executive Committee was held to approve a number of important contents on streamlining the apparatus of the political system to be streamlined and operate effectively and efficiently.

Attending the conference were members of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee; representatives of the Central Party Committees; leaders of provincial departments, agencies, branches and unions.

At the conference, members of the Standing Committee of the Provincial Party Committee and members of the Provincial Party Committee approved the report of the Standing Committee of the Provincial Party Committee on the organization of specialized agencies under the Thanh Hoa Provincial People's Committee; the report on the Draft Action Program of the Provincial Party Committee to implement Conclusion No. 121-KT-TW dated January 24, 2025 of the 13th Party Central Committee on summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and organize the apparatus of the streamlined political system, operating effectively and efficiently"; approved the report and voted to adjust the structure of the Standing Committee of the Provincial Party Committee for the 2020-2025 term.

In his concluding and closing remarks at the conference, Provincial Party Secretary Nguyen Doan Anh stated: After a period of urgent and serious work, with a high sense of responsibility, the 39th Provincial Party Executive Committee meeting unanimously approved many important contents on streamlining the organization of the political system to be streamlined and operate effectively and efficiently.

The conference approved the rearrangement of specialized agencies under the People's Committee of Thanh Hoa province with the establishment of 6 specialized agencies under the People's Committee of the province, including: Department of Home Affairs on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; Department of Finance on the basis of merging the Department of Finance and the Department of Planning and Investment; Department of Construction on the basis of merging the Department of Transport and the Department of Construction; Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications; Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee taking over the functions and tasks of state management of religion from the Department of Home Affairs.
Maintain the current agencies under the Provincial People's Committee including: Department of Justice, Department of Industry and Trade, Department of Health, Department of Culture, Sports and Tourism, Department of Education and Training, Department of Foreign Affairs, Provincial Inspectorate, Office of the Provincial People's Committee. Of which, 5 agencies have adjusted their functions, tasks, and state management in the fields including: Department of Justice, Department of Industry and Trade, Department of Health, Department of Education and Training, Department of Culture, Sports and Tourism; 3 agencies have received additional functions and tasks including: Department of Home Affairs, Provincial Inspectorate, Office of the Provincial People's Committee.
Secretary of the Provincial Party Committee Nguyen Doan Anh assigned the Standing Committee of the Provincial Party Committee to direct the Provincial People's Committee to complete the procedures and documents to submit to the Provincial People's Council to issue a resolution to reorganize specialized agencies under the Provincial People's Committee in accordance with the law. At the same time, direct the rapid completion, arrangement of staff, specific regulations on functions, tasks, powers and organizational structure of the newly established departments, to come into operation from March 1, 2025.
After the Government and ministries, departments and branches at the Central level issued new regulations on the organization of specialized agencies under the People's Committees of provinces and centrally-run cities, the Standing Committee of the Provincial People's Committee Party Committee promptly adjusted and reviewed them to comply with the new regulations.
Regarding the action program of the Provincial Party Committee to implement Conclusion No. 121-KT/TW dated January 24, 2025 of the 13th Party Central Committee, on the basis of 100% of the members of the Provincial Party Committee voting in agreement with the action program, Provincial Party Secretary Nguyen Doan Anh assigned the Provincial Party Committee Standing Committee to direct the Provincial Party Committee's Organization Committee to review it for signing and promulgation. At the same time, the Provincial Party Committee Standing Committee was assigned to review the implementation plan of the Provincial Party Committee's action program to implement Conclusion No. 121-KT/TW to ensure timely and synchronous implementation to meet the set goals.
Regarding the adjustment of the structure of the Standing Committee of the Provincial Party Committee for the 2020-2025 term, Provincial Party Secretary Nguyen Doan Anh assigned the Standing Committee of the Provincial Party Committee to implement it in accordance with the proposed plan.
The Provincial Party Secretary emphasized: On the basis of the contents unanimously approved by the Provincial Party Executive Committee, each member of the Provincial Party Executive Committee, leader, and manager, according to their assigned functions and tasks, must further promote the sense of responsibility, take the lead in leading and directing the effective implementation of the contents resolved by the conference.
