Appreciating the preparation of goods for the Lunar New Year, economic expert Vu Vinh Phu said that in recent years, the preparation of goods has been directed by the Government early and the ministries, localities, enterprises, associations, etc. have prepared carefully. Therefore, in general, there is no shortage of goods or price fever.
However, if we look back to nearly 10 years ago, we can see that every time Tet approached, price hikes continuously occurred for many items, especially essential items for Tet. At that time, the market management force had to work very hard every Tet holiday. Not to mention, there were many businesses that intentionally hoarded goods, causing virtual shortages and virtual fevers in the market.
“Therefore, I highly appreciate the early and remote preparation of goods, from the close direction of the Government, the strong participation of the Ministry of Industry and Trade, the determination and efforts of Associations and enterprises, not only during the Tet At Ty but also in many recent years” - expert Vu Vinh Phu shared.

Accordingly, right from the meeting of the Domestic Market Management Team for the third quarter of 2024 held at the end of September 2024, preparations for Tet At Ty goods were discussed.
After that, the Ministry of Industry and Trade issued Circular 12/CT-BCT dated November 20, 2024 on implementing solutions to ensure supply-demand balance, market stabilization at the end of 2024 and the Lunar New Year 2025. In particular, the Ministry of Industry and Trade focuses on directing localities, enterprises and related units to develop plans to serve Tet, proactively review supply and demand of goods, prepare good sources of goods and plans to supply goods. Implement the market stabilization program, focusing on ensuring the supply of essential foods at stable prices; implement the program to connect supply and demand, bring Vietnamese goods to rural areas, mountainous areas and islands. Strengthen market inspection and control, fight against smuggling, trade fraud, ensure food safety...
The report on the market situation and services for the Lunar New Year 2025 by the Domestic Market Department - Ministry of Industry and Trade shows that, in addition to issuing directive documents, the Ministry of Industry and Trade has worked with the Department of Industry and Trade of Hanoi and Ho Chi Minh City on preparations for Tet in localities, and at the same time inspected the actual situation of goods supply at a number of distribution systems in the two cities.
In localities, implementing Directive No. 12/CT-BCT of the Ministry of Industry and Trade, the Department of Industry and Trade of localities has proactively advised the People's Committees of provinces/cities to develop plans to prepare goods sources; urge and support businesses and closely coordinate with relevant departments and branches in implementing the Tet plan in the locality. 52 provinces/cities have reported on the implementation of plans to reserve goods to stabilize the market in the last months of the year and the Lunar New Year 2025. Most localities implement the market stabilization program based on socialized capital of enterprises and through the program connecting with credit institutions to borrow at preferential interest rates during the program implementation period.
Market stabilization is the key activity
Along with preparing goods, many localities have organized and implemented market stabilization programs with the participation of many manufacturing and distribution enterprises that hold large market shares and have market influence such as Saigon Co.op, Central Retail, MM Mega Market, Lotte, BRG Mart, AEON...
According to Mr. Nguyen The Hiep - Deputy Director of Hanoi Department of Industry and Trade, the amount of essential goods used to stabilize the market in the capital meets 35% of market demand in 1 month.
In Ho Chi Minh City, the amount of market-stabilizing goods accounts for 21% - 32% of the market share during normal months and increases to 24 - 43% during Tet, ensuring enough power to control and regulate the market.
In addition to having plans to search for, create sources of goods, and reserve goods in advance, manufacturing and trading enterprises are also ready with plans to increase supply output in case of necessity, organize mobile sales to handle unusual fluctuations, local shortages, and avoid shortages, shortages, and imbalances in supply and demand in all situations. The goods included in the market stabilization program are mainly essential consumer goods during Tet such as food (pork, poultry, eggs, processed foods, etc.), spices (cooking oil, sugar, etc.), cakes, jams, candies, etc.

In recent years, the market stabilization program, although implemented mainly based on socialized resources from the enterprises' own capital, because of the prestige of the Program over the years with the motto of quality goods, stable prices and creating trust with consumers, many enterprises are willing to participate, implement the Program and commit to price stabilization without needing or using little support in terms of State loans.
Regarding selling prices, businesses participating in the market stabilization program committed to supplying enough goods to the market at prices 5-10% lower than the market price at each time, some businesses committed to keeping prices stable for 1 month before, during and after Tet. At the same time, businesses also implemented many promotional and discount programs, especially in the days before Tet to boost purchasing power, and at the same time share difficulties with people. In Ho Chi Minh City, the program "Connecting consumers - Spreading love" has received the consensus of many businesses, many preferential policies are applied to more than 500 items with discounts of up to 80%.
Efforts to ensure petroleum supply
Besides essential goods, gasoline is also an item prepared to serve the Tet At Ty.
In order to ensure domestic supply and demand of gasoline and oil, especially during the Lunar New Year 2025, the Ministry of Industry and Trade organized a meeting with the Vietnam National Petroleum Group on ensuring the supply of gasoline and oil for the Lunar New Year 2025 in the Group's system nationwide.
Mr. Nguyen Xuan Hung - Deputy General Director of Vietnam National Petroleum Group (Petrolimex) said that to meet the demand during the Lunar New Year 2025, the Group has imported 1,022,00 m3, tons of gasoline.
By January 2025 (Tet month), to ensure the source to serve the demand for Tet, the Group has purchased about 1,020,000 m3, tons of gasoline and oil, of which about 650,000 m3 was purchased from domestic refineries; imported about 370,000 m3 of various types of gasoline and oil. In addition, to be proactive in ensuring the source, in early January 2025, the Group has created sources and brought goods to its affiliated port warehouses about 280,000 m3 of various types of gasoline and 400,000 m3 of DO, equivalent to 70-80% of orders in the month.
It is expected that by February 2025, the Group will import about 830,000 m3, tons. This will fully ensure the demand for gasoline consumption in the distribution system while increasing the circulating inventory level to ensure 23 days.
Regarding the management of gasoline prices, at the management session on the 4th day of the Lunar New Year, February 1, 2025, the Ministry of Industry and Trade - Ministry of Finance decided on a plan to manage gasoline prices to ensure that domestic gasoline price fluctuations are basically consistent with world gasoline price fluctuations; ensure the harmony of interests among market participants, support gasoline businesses to maintain and supply gasoline to the domestic market in the period before, during and after the Lunar New Year, while complying with the provisions of Decree No. 80/2023/ND-CP, Decree No. 95/2021/ND-CP and Decree No. 83/2014/ND-CP.
With the above solutions, this year's Tet market is assessed to be stable, with abundant goods and stable prices.
According to the Ministry of Finance's quick report on the market price situation for the Lunar New Year of At Ty 2025, it can be assessed that this year's Tet market has truly entered a new form: a form of saving, buying enough to use, selling enough goods, significantly reducing the situation of shortages and price fever. In addition, in big cities, supermarket systems and shopping malls continue to be the places chosen by consumers because they create peace of mind about the origin, origin, brand as well as food hygiene and safety standards and stable prices.
