Tighten operating conditions
The Ministry of Transport has just sent a document to the Department of Transport of 35 provinces and cities allowing them to pilot the operation of 4-wheel vehicles running on electric energy or gasoline engines to carry tourists and visitors in restricted areas.

Accordingly, the Ministry of Transport requested the Department of Transport to direct the Inspectorate to increase patrols and check vehicle operations on the correct routes and areas permitted for operation.
Strengthen inspection of driver conditions (drivers must have a B2 license), drive at the maximum allowed speed (not exceeding 30km/h); vehicles are inspected and granted a Certificate of technical safety and environmental protection inspection; strictly handle violations according to regulations or temporarily suspend pilot activities for vehicles and units with violations.
The Departments of Transport are also responsible for requiring units participating in the pilot operation of 4-wheel vehicles to strengthen internal supervision, strictly manage the activities of drivers, and ensure that drivers comply with the regulations in the pilot operation, especially the regulations on the scope, routes and permitted operating time.
Ensure that drivers and 4-wheel electric vehicles participating in the unit's pilot must comply with the regulations in Circular No. 86/2014 of the Ministry of Transport stipulating conditions for 4-wheel motorized passenger vehicles and drivers participating in traffic within limited areas when participating in road traffic.
Drivers must stop, park, pick up and drop off passengers at designated places; have a civilized and polite attitude when communicating with passengers; must not compete for passengers, force passengers; carry more passengers than the permitted number; collect fares higher than the fares reported and registered with local state agencies.
35 provinces and cities are allowed to pilot the program, including: An Giang, Ba Ria - Vung Tau, Bac Lieu, Ben Tre, Binh Dinh, Ca Mau, Cao Bang, Can Tho, Da Nang, Dong Thap, Ha Giang, Hanoi, Hai Phong, Hoa Binh, Khanh Hoa, Kien Giang, Kon Tum, Lam Dong, Lang Son, Lao Cai, Nghe An, Ninh Thuan, Phu Yen, Quang Binh, Quang Nam, Quang Ngai, Quang Ninh, Soc Trang, Son La, Tay Ninh, Thanh Hoa, Thua Thien Hue, Tien Giang, Vinh Phuc and Ho Chi Minh City.
Many shortcomings
It must be said that electric cars carrying tourists are increasingly appearing at entertainment spots, especially at tourist areas. During the peak tourist season, electric cars become the means of transport chosen by tourists.
However, the operation of 4-wheel electric vehicles still has many shortcomings in operation and exploitation to serve tourists.
Illegal parking, carrying too many people, and especially many vehicles without registration papers, without quality inspection papers, and drivers without driving licenses. These are the remaining shortcomings of this type of vehicle in tourist areas, leading to chaos and difficulties in management.

Many places have hundreds of four-wheeled electric vehicles carrying tourists around the area, even jumping over fences to pick up passengers on the street, selling tickets and collecting money without registering or inspecting.
Accordingly, this vehicle must be registered, have a license plate, be inspected according to regulations; have a journey monitoring device installed, and list the name and phone number of the business unit.
Enterprises, cooperatives, and business households that have registered their business in accordance with the law are allowed to use four-wheeled motor vehicles for transportation business.
Organizations and individuals are not allowed to use four-wheeled motor vehicles to participate in traffic for purposes other than transportation business.
The Law also stipulates that the Provincial People's Committee shall specify the time, scope of operation, order and procedures for permitting passenger transport by four-wheeled motor vehicles in the area.
