In the Conclusion document on adjusting the VIII Power Plan, the Government Standing Committee highly appreciated the efforts of the Ministry of Industry and Trade in completing it on schedule.


On March 10, the Government Office issued a Notice of Conclusion of the Government Standing Committee on Adjusting the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII).

Based on the project submitted and reported at the meeting, the Government Standing Committee welcomed and highly appreciated the efforts of the Ministry of Industry and Trade and relevant units in completing the adjustment of the VIII Power Plan in a short time, and reporting to the Government Standing Committee on time as required by the Prime Minister.

The Government Standing Committee also assigned Deputy Prime Minister Bui Thanh Son to direct and the Minister of Industry and Trade to absorb the instructions of the Deputy Prime Ministers at the meeting and to absorb the maximum opinions of the Ministries, branches and localities in adjusting the 8th Power Plan this time with the contents including power sources, power transmission, power distribution, efficient use of electricity, and electricity prices to ensure the following goals:

(i) Vietnam's net zero emissions by 2050;

(ii) Socio-economic growth in 2025 is over 8% and in the 2026-2030 period, strive to reach double digits;

(iii) Ensuring sufficient electricity supply for socio-economic development and people's daily life, ensuring national energy security in the new era, the era of digital transformation, high-tech development - the era of national development; not allowing power shortages in any situation;

(iv) Ensure balanced economic management by region, area, and between localities; exploit the potential, outstanding opportunities, and competitive advantages of localities (wind power, solar power, biomass power, waste-to-energy, etc.), save long-distance power transmission and save investment in inter-regional power transmission grids. Balance sufficient power sources for the development of key economic zones.

Continue to complete the adjustment of Power Plan VIII

The Government Standing Committee assigned the Ministry of Industry and Trade to continue completing the adjustment of Power Plan VIII.

Accordingly, ministries, branches, agencies and provinces and centrally run cities are required to urgently review, fully synthesize and propose electricity projects and works in their fields, branches and management areas to the Ministry of Industry and Trade no later than March 5, 2025 to receive and update the list of proposed projects in the Plan for implementing the VIII Power Plan, ensuring implementation immediately after the issuance of the Adjustment of the VIII Power Plan, but must ensure the above 4 objectives.

Before March 20, the adjustment of Power Plan VIII will be approved.

The Ministry of Industry and Trade proactively works with investors and foreign investors to find solutions to remove difficulties and obstacles for projects, avoid delays and waste of State, People and investor resources. Coordinate to complete and issue Decrees detailing the implementation of the Electricity Law in March 2025; issue guiding Circulars and promulgate electricity generation price frameworks for types of plants such as wind power, solar power, pumped energy, biomass power, and waste-to-energy to provide an input basis for investors to evaluate the effectiveness and implementation of projects, ensuring the harmony of benefits and risks. In particular, pay attention to handling problems related to gas-fired power development policies (transfer of fuel price to electricity price; long-term minimum contracted electricity output (Qc).

On power source development

Diversify the types of power sources (gas power, hydropower, coal power, biomass power, waste power, wind power, renewable energy power, hydrogen power), while ensuring the base power source, with the requirement to adjust the Power Plan VIII, it must be affirmed that the proportion of power sources for base power is more than 50% of the total power source structure. In particular, note to increase the proportion of LNG power source and reduce the proportion of coal power source accordingly.

Adjusting the Power Plan VIII is implemented in the direction of encouraging the development of renewable energy types, especially self-produced and self-consumed power sources, rooftop solar power, and encouraging participation in the direct electricity trading mechanism between economic actors, taking into account the possibility of exporting electricity to ASEAN countries.

Encourage electricity export to ASEAN countries, especially the southern provinces.

Planning to form industrial centers, renewable energy services; LNG power plant clusters for shared use to maximize port warehouse infrastructure, reduce investment costs, and electricity production.

On grid development

Calculation in accordance with power source development, supplementary adjustment of Power Plan VIII for coastal transmission grid, appropriate calculation to release capacity of offshore wind power plants. Including supplementary adjustment of Power Plan VIII for projects to transmit and export electricity to Singapore and Malaysia. In addition, it is necessary to study and supplement transmission lines serving electricity export to Cambodia.

Speed ​​up progress and shorten construction time of power transmission lines. Research and apply new technologies and solutions to immediately develop smart grids.

About power distribution

Electricity distribution needs to be balanced between regions, areas, and localities right in the power source development plan according to the adjustment of Power Plan VIII; special attention should be paid to exploiting the potential, opportunities, and competitive advantages of localities. In particular, it is necessary to pay attention to large electricity consumption loads, such as data centers, semiconductor chip factories, and AI technology, to research and consider in order to prepare power sources for these loads.

Synchronously implement solutions to increase electricity saving according to Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister; guide and encourage creativity in implementing electricity saving work to achieve the highest efficiency.

About electricity price

Adjusting the Power Plan VIII must calculate and ensure the principle of overall optimization from power sources, power transmission, power distribution, economical and efficient use of electricity to electricity prices suitable to Vietnam's economic conditions and a favorable investment environment for industries producing, trading and consuming high levels of electricity. Ensure the lowest cost of the power system, the most reasonable electricity price, transparency, healthy competition, ensuring balance of supply and demand and following the market mechanism.

Focus on solving problems, not delaying the progress of some projects

The Government Standing Committee also proposed solutions for the progress of specific projects. Accordingly, for LNG power projects that are still stuck, the Ministry of Industry and Trade is requested to study and resolve them according to its authority. In case of exceeding its authority, it must report to the competent authority; the progress must not be adjusted back, ensuring that the progress of gas power and offshore wind power projects is completed before 2030.

The projects of Nhon Trach 3, Nhon Trach 4, Nam Cum 4 Hydropower Plant, Hoa Binh MR, Vung Ang II, Quang Trach I, ... update the progress to request completion and operation in 2025, definitely not to delay this progress; The Ministry of Industry and Trade has a mechanism to inspect and urge implementation to ensure progress.

Projects without investors such as LNG Nghi Son, LNG Quynh Lap, LNG Ca Na, ..., update specific progress, speed up investment progress to complete by the first quarter of 2028 at the latest.

Projects under construction such as Na Duong II and Long Phu I need to speed up progress to completion in 2026.

For projects that have selected investors such as LNG Quang Ninh, LNG Thai Binh, Quang Trach II, Hai Lang phase 1, BOT Son My I, BOT Son My II, O Mon II, III, IV..., the Ministry of Industry and Trade is promoting the progress of putting them into operation 2 years earlier (operation in 2028) compared to the progress in Power Plan VIII.

In conclusion, the Government Standing Committee also assigned the Vietnam Electricity Group (EVN), Vietnam Energy Industry Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV) to continue to closely coordinate with the Ministry of Industry and Trade in the process of participating in the development and completion of the Adjustment of the VIII Power Plan in accordance with the provisions of the Electricity Law and the law on planning. Coordinate the implementation of assigned political tasks.

Corporations should be more proactive and active in developing wind power projects, offshore wind power, gas power and other types of power sources when conditions and opportunities arise.

EVN flexibly and effectively purchases electricity from investors, absolutely not wasting it. In particular, paying special attention to purchasing electricity from domestic natural gas power plants to take advantage of environmental resource tax and income tax, while creating jobs and livelihoods for the people.
