A man and a woman were walking their dog without a muzzle on the walking street. When the security guard reminded them, an argument broke out and the man was severely beaten in the head and passed out on the spot.
The incident occurred on the morning of February 27 at Nguyen Hue walking street, Ben Nghe ward, District 1, Ho Chi Minh City. Immediately afterwards, local police invited TCH (26 years old, residing in District 8) and related people to come in for questioning.

Earlier that morning, H and a girl stopped their car on the side of the road and walked their dog into the park on the walking street.
Seeing two people walking their dogs without muzzles, without leashes and letting them run free, Mr. NXC (58 years old), a security guard, came to remind them. H picked up a piece of metal and attacked Mr. C, causing him to lose consciousness and suffer serious head injuries.
It is known that in this area there is a rule board not to walk or let pets go.

H's behavior will certainly be severely punished, due to its reckless nature in a public place. However, the incident once again shows that hooliganism arising from small conflicts continues, even though there have been many recent incidents and many people have paid a very high price.
The ancient Vietnamese people did not favor violence or fighting, except when they were suppressed or oppressed too much.
In the past, people only talked about violence when referring to enemies, and only used violence against enemies. But why is violence so widespread in today's modern society?
Violence on the street, car crashes and physical attacks are a given, even when husband and wife are not satisfied, they can use knives or hammers; children angry with their parents can also use sticks to beat them. In the past, this was considered a "ten evil" crime, which at least resulted in exile, at worst "being torn apart by four horses"...
After each incident that angers public opinion, sociologists, criminologists, and psychologists have analyzed, explained, and recommended... But the hooliganism still happens.
Hooliganism is the path to crime. Many murders have occurred because of petty conflicts. Many lives have changed because of one’s own momentary actions. There have been so many regrets and belated tears, but it seems that it is not enough to wake up many people.
Therefore, along with strict legal handling, public opinion also needs to condemn more strongly so that similar incidents do not happen again.
Society is increasingly developing, people's material life is increasingly fuller. But life is not just about material values. It is only truly meaningful when people know how to share, care and help people around them, and the community.
And at least, unconscious, lawless behaviors that disregard the lives and health of others are not allowed to take place in a civilized, law-abiding society.
