On February 28, the Office of the Ho Chi Minh City People's Committee has just announced the Conclusion of Vice Chairman of the City People's Committee Bui Xuan Cuong at the meeting on removing obstacles in implementing the project to solve flooding caused by tides in the Ho Chi Minh City area.
Accordingly, on February 24, 2025, Mr. Bui Xuan Cuong, Vice Chairman of Ho Chi Minh City People's Committee chaired a meeting to resolve difficulties in implementing the project to solve flooding caused by tides in Ho Chi Minh City area taking into account climate change factors (phase 1).
Phu Xuan culvert, one of the items of the flood prevention project, has completed more than 90% of the work but has been "shelved" for many years due to procedural problems.
After listening to the report of the Department of Planning and Investment, opinions of departments and units attending the meeting, Mr. Bui Xuan Cuong concluded and directed relevant units to remove obstacles for this project.
Specifically, Mr. Cuong assigned the Department of Home Affairs to urgently review and adjust the content (appraisal of the project adjustment Feasibility Study Report...) in Submission No. 1131 dated February 20, 2025 in accordance with the proposal of the Department of Planning and Investment in Official Dispatch No. 1469 dated February 12, 2025; advise, propose, draft the Decision, and submit it to the City People's Committee before March 3, 2025.
Assign the Department of Planning and Investment (Department of Finance) to preside over and coordinate with relevant departments and units to urgently consider the proposal of the Department of Agriculture and Rural Development in Official Dispatch No. 375 dated February 10, 2025 on selecting a consulting unit to review the dossier to adjust the project's Feasibility Study Report, to be completed before March 3, 2025.
At the same time, coordinate with the Department of Home Affairs to submit a Decision on completing the personnel of the Project Working Group as a basis for negotiating, signing the BT Contract Appendix and adjusting the project payment method; advise and propose to the City People's Committee before March 3, 2025.
Preside over and coordinate with relevant departments and units to promptly implement in accordance with the direction of Chairman of the City People's Committee Phan Van Mai in Section 1.3 of Notice No. 120 dated February 7, 2025 on 2 proposals to adjust the project implementation time, sign the BT Contract Appendix and adjust the project payment method, submit before March 3, 2025.
Assign the Urban Infrastructure Construction Investment Project Management Board to urgently implement in accordance with the direction of the City People's Committee in Official Dispatch No. 1145 dated January 23, 2025 on checking the implemented value of the project; advise, propose and draft a document of the City People's Committee to send to the State Audit Office on the request to conduct an audit of the completed value of the project, to be submitted before March 5, 2025.
Regarding land fund payment, Vice Chairman Bui Xuan Cuong assigned the Department of Natural Resources and Environment and the Land Fund Development Center to continue urging relevant departments and units to comply with the direction of Chairman of the City People's Committee Phan Van Mai in Section 2 of Notice No. 120 dated February 7, 2025 on preparing a detailed 1/500 planning of land plots expected to be paid to investors and hiring a unit to appraise the land plots expected to be paid to investors, reporting the results to the City People's Committee at the regular meeting.
Regarding the land plots expected to be paid to the Investor, the relevant departments, agencies and units are assigned to carry out the following contents: Assign the People's Committee of Binh Thanh District to consider the Investor's proposal and promptly carry out procedures to adjust the planning index of land plot No. 762 Binh Quoi, Ward 27, Binh Thanh District in accordance with regulations.
District 7 People's Committee updated the 1/2,000 scale zoning plan at land lot C8A, Tan Phu ward, District 7 in accordance with regulations.
Thu Duc City People's Committee urgently organizes the appraisal and approval of the 1/500 detailed planning at land lot No. 232 Do Xuan Hop, Thu Duc City in accordance with regulations.
Assign the Department of Planning and Investment to preside over, coordinate with relevant departments and units to urgently coordinate with investors to research and propose investment policies for land plots, to be completed in March 2025.
Assign the Department of Transport (Department of Transport and Public Works) to preside over and coordinate with the Department of Agriculture and Rural Development (Department of Natural Resources and Environment) and relevant units to urgently review and propose to the City People's Committee on the operating unit, operating standards, handover of construction assets... within March 2025.
