On March 26, 2004, the Politburo issued Resolution No. 36-NQ-TW on work with overseas Vietnamese; which clearly stated that one of the basic tasks of the Vietnamese Government is: "Actively invest in the program of teaching and learning Vietnamese for overseas Vietnamese, especially for the young generation.

Develop and complete Vietnamese textbooks for overseas Vietnamese, improve Vietnamese teaching programs on television, radio and the Internet.

On January 6, 2017, the Prime Minister issued Decision No. 14/QD-TTg approving the Project "Improving the effectiveness of teaching Vietnamese for Vietnamese people abroad" (Project 14), in which the Ministry of Education and Training was assigned to preside over and coordinate with ministries and branches to implement Decision 14;
Coordinate with the Ministry of Foreign Affairs, Ministry of Information and Communications, Ministry of Culture, Sports and Tourism, and relevant agencies to urge, inspect, supervise, and promptly propose to the Prime Minister necessary solutions to effectively implement the Project.
To implement Project 14, the Ministry of Education and Training, ministries, branches and relevant agencies have issued plans to implement the Project "Improving the effectiveness of teaching Vietnamese for Vietnamese people abroad" or integrated it with the implementation of important Resolutions and Decisions.
The Ministry of Education and Training alone has issued 9 legal documents and coordination plans related to the implementation of Project 14.
Propaganda activities on teaching and learning Vietnamese for overseas Vietnamese have initially been actively carried out through activities, articles, and foreign information products of press and media agencies.
The results of the Contest "Compiling Vietnamese language teaching and learning books for Vietnamese people abroad" have selected basic, modern, easy-to-understand Vietnamese language learning books that are most suitable for learners, contributing to the preservation and dissemination of Vietnamese language and culture through language education and Vietnamese language training channels that this initial source of learning materials has met.
In 2016 and 2017, the Ministry of Education and Training directed the compilation, editing, design, printing and distribution of two book series "Happy Vietnamese" and "Vietnamese Homeland".
Currently, two sets of books have been digitized and put online for free use. In 2020, the Ministry of Education and Training organized the compilation of a set of bilingual Vietnamese-English textbooks for levels 1 and 2 for Vietnamese children abroad.
The organization of professional and technical training for volunteer teachers teaching Vietnamese to overseas Vietnamese has been maintained and initially created changes in improving the effectiveness of the movement to teach Vietnamese to overseas Vietnamese (from 2015 to 2023: 622 people).
In the coming time, the Ministry of Education and Training will continue to coordinate with the State Committee for Overseas Vietnamese to organize training for volunteer teachers; send Vietnamese language lecturers and experts in the country to teach and provide professional training for teachers in the host country;
Cooperate with radio and television stations to enhance Vietnamese language courses, train Vietnamese teachers remotely and online. Design guidance documents for teachers and parents to support teachers' ability to lead.
Complete the system of policies and mechanisms with specific regulations guiding the implementation of quality assurance in training, fostering and granting certificates of teaching capacity for Vietnamese language teachers.
Ensure the standardization and flexibility of the system of learning materials and teaching materials (according to the 6-level Vietnamese program, compiled books need to be annotated with the usage of words in the two regions and have books specifically for teachers...). - The Ministry of Education and Training coordinates to promote the network of educational institutions in and outside the public, in and outside the country to participate in this activity to ensure professional quality and diversity in the forms of organizing activities.
The Ministry of Culture, Sports and Tourism continues to implement contents related to teaching Vietnamese to the Vietnamese community abroad through the implementation of the Plan to implement Conclusion No. 12-KL/TW of the Politburo, Directive No. 25/CT-TTg of the Prime Minister and other relevant documents.
The Ministry of Information and Communications continues to promote foreign information activities for overseas Vietnamese, including promoting Vietnamese language teaching and learning activities for overseas Vietnamese on foreign media channels.
