On the afternoon of December 27, Prime Minister Pham Minh Chinh and Minister of Agriculture and Rural Development Le Minh Hoan chaired an online conference to review the work in 2024 and deploy the plan for 2025 of the Agriculture and Rural Development sector. Also attending were representatives of leaders of ministries, branches, agencies and central units. At the Bac Giang bridge, Vice Chairman of the Provincial People's Committee Phan The Tuan chaired the conference; also attending were representatives of leaders of departments, branches and units in the province.

In 2024, the Agriculture and Rural Development sector has made efforts to overcome many difficulties, especially Storm No. 3 (Yagi) which caused severe damage. The whole sector still maintained high growth momentum, developed comprehensively, achieved and exceeded most targets. GDP growth is estimated at about 3.3%. Total export turnover of agriculture, forestry and fishery products increased to a record high of 62.5 billion USD, up 18.7%; trade surplus of 17.9 billion USD, up 46.8%. The Agriculture and Rural Development sector continues to affirm its important position and is the pillar of the economy, firmly ensuring food security, stabilizing the macro economy and controlling inflation.
During the year, the agricultural sector promoted joint ventures and associations to develop the agricultural, forestry and fishery processing industry towards deep processing and high value. Implemented solutions for research, application and transfer of science and technology, associated with innovation, improving the effectiveness of training quality human resources, meeting the needs of sustainable agricultural development. In addition, digital transformation, institutional improvement, and reduction of administrative procedures were given attention and directed strongly, creating positive changes in handling administrative procedures, contributing to improving the competitiveness of agricultural products.

Regarding the National Target Program on New Rural Development (NTM), by the end of 2024, about 78.7% of communes nationwide will meet NTM standards, of which 2,225 communes will meet advanced NTM standards and 532 communes will meet model NTM standards. There will be 302 district-level units and 05 provinces meeting NTM standards. OCOP products will grow rapidly in quantity and quality, and develop brands; more than 14,600 OCOP products will have 3 stars or more, an increase of more than 3,500 products compared to 2023.
At the conference, delegates focused on discussing the limitations and shortcomings that need to be overcome. According to delegates, although all levels, sectors and associations have made many efforts, the export of agricultural products, especially vegetables and fruits, is still unstable. The management of food quality and safety has been strengthened and disseminated, but violations still occur at some food production and trading establishments, causing public reaction. The rate of communes meeting NTM standards has not increased. Irrigation infrastructure and natural disaster prevention in some places are not yet capable of withstanding abnormal developments of natural disasters, typically the impact of Storm No. 3 on 26 northern provinces and cities. Public investment capital allocated from the beginning of 2024 only meets about 48% of the demand, leading to a number of approved projects having to stop or delay progress...
Concluding the conference, Prime Minister Pham Minh Chinh commended and congratulated the achievements of the agricultural sector in 2024, especially the GDP growth rate; agricultural, forestry and fishery export turnover and trade surplus.
Prime Minister Pham Minh Chinh said that in 2024, the agriculture and rural development sector will face many difficulties and challenges, especially Storm No. 3, but the leaders of the agriculture and rural development sector will promptly advise the Government on many important policies, "turning the impossible into possible", quickly stabilizing people's lives and restoring production.
The Prime Minister hopes that in the coming time, the Agriculture and Rural Development sector will continue to implement solutions and effectively exploit the country's potential and strengths. Determined to overcome difficulties, in 2025, it will continue to accelerate and make breakthroughs to achieve the goals and targets of GDP growth of 3.5 - 4%; agricultural, forestry and fishery export turnover of 63 - 65 billion USD.
Focus on leading and directing the implementation of planning, strategy building, institutional improvement, promoting rapid and sustainable agricultural development; promptly removing bottlenecks in mechanisms and policies in agriculture and rural areas. Strengthening trade promotion, negotiating to remove technical barriers, trade barriers and opening export markets. Attracting investment resources to modernize agricultural infrastructure, including fisheries infrastructure, and promptly removing the "Yellow Card" for fisheries exploitation.
Continue to develop agriculture in the direction of shifting to agricultural economic thinking; encourage the development of green, organic, and circular agriculture. Focus on developing large-scale commodity agriculture, applying high technology; promote the potential and advantages of each region and locality. Focus on restructuring agriculture to develop effectively, sustainably, transparently, responsibly, and integrate multi-values; support localities to connect with businesses, promote processing, build brands, and aim to export agricultural products.
Ministries, branches, units and localities need to focus on organizing the review and rearrangement of the organizational structure, avoiding overlapping functions and tasks. At the same time, strengthen decentralization of management; transparency and publicity in handling administrative procedures associated with digital transformation of the Agriculture and Rural Development sector . Accelerate the development of science and technology and innovation; orient production plans in line with the market; ensure supply to serve domestic and export needs; build a real and effective new rural area, associated with rural economic development.../.
