In 2001, while serving as First Secretary of the Central Youth Union, Mr. Vu Trong Kim was transferred to Quang Tri to become Secretary of the Provincial Party Committee.
“At that time, Mr. Nguyen Van An - Head of the Central Organizing Committee came to see me and said that the Central wanted to transfer an official to be the Secretary of the Quang Tri Provincial Party Committee. Without further hesitation, I accepted with the mindset of being ready to go anywhere, do anything when the country needed it,” Mr. Vu Trong Kim recalled.
When he first became Secretary of Quang Tri, Mr. Kim realized that there were no problems in the Provincial Party Committee. However, there were many opinions from the 'outside', they wanted to take someone from the local area to be Secretary of the Provincial Party Committee. Many people even said, "Quang Tri has no more people, so why take someone from elsewhere?". Some people even spread the news that Mr. Kim came back to 'glaze', then left after a while.
But with the courage of a young man from the coastal province of Quang Nam, trained in the resistance war in the Central Highlands, then matured in the work of the Youth Union, Mr. Vu Trong Kim was not afraid of what he had to face when he became Secretary of the Quang Tri Provincial Party Committee.
The most important task identified by Mr. Vu Trong Kim when he first became Secretary of Quang Tri was to stabilize the situation at the grassroots level so that everyone could focus on their work. “That solidarity and unanimity will erase people’s doubts about the provincial leader who comes from another locality. That means we must put an end to the old period and open a new period with consensus and unanimity to overcome difficulties and challenges,” Mr. Kim shared.
In fact, it took Mr. Vu Trong Kim two years in Quang Tri to stabilize the situation. To do that, in 2003, Provincial Party Secretary Vu Trong Kim had to accept a form of reprimand from the Central Committee, for not fulfilling his duties.
“I accept such discipline to encourage those who cause disunity to accept responsibility in a gentle manner. Thanks to that, I can transfer them to other positions to stabilize the situation in the province,” said Mr. Kim.
From his own story and the practice of personnel work in recent times, Mr. Vu Trong Kim said that the policy of the Provincial Party Secretary not being a local person has created a breakthrough innovation in leadership, direction and administration in each province and city. That has promoted the socio-economy and improved people's lives in many localities. In personnel work, when the Provincial Party Secretary is not a local person, the rotation and appointment are also more fair and objective.
But to achieve that result, according to the former Secretary of Quang Tri, in the eyes of those doing organizational work, it is necessary to carefully calculate the capacity, professional qualifications, and even the personality of each cadre in the planning to promote and appoint them to the position of Provincial Secretary. That is, the Central Government always trains and prepares cadres to rotate to places where there is a need.
However, according to Mr. Vu Trong Kim, officials who are willing to commit and face new challenges are the most important factor when arranging them to be Provincial Party Secretary. “If they do not have a fighting spirit and do not seek new things, it will be difficult for the transferred secretary to make 'achievements' with the locality. That is, people who come from other places cannot escape the shadow of some local secretaries: they do not seek to understand, do not discover, are satisfied with what they do, and even compromise with mistakes,” said Mr. Kim.
Mr. Vu Trong Kim recalled that when he returned to Quang Tri to become the Provincial Party Secretary, he proposed the idea of building Cua Tung Bridge on Ben Hai River, but many officials there were skeptical about the feasibility of the project. They thought it was impossible. He was still determined to propose to the Central Government to build Cua Tung Bridge to develop coastal tourism, combined with ensuring national security and defense for Quang Tri province.
In September 2003, Cua Tung Bridge was started, with a total investment of nearly 60 billion VND. In early 2007, the bridge was inaugurated, opening up opportunities for socio-economic development for the coastal residential areas of Vinh Linh and Gio Linh. Since then, the local people have called Cua Tung Bridge "Mr. Kim Bridge".
“That is to say, local people can see everything the same. But people from other places will easily see the potential and strengths of the locality; see the bottlenecks that need to be removed for development,” the former Secretary of Quang Tri shared.
Having 'wet feet' in Quang Tri as Secretary of the Provincial Party Committee more than 20 years ago, Mr. Vu Trong Kim now realizes that the policy of arranging the Provincial Secretary to not be a local is an extremely correct decision and has achieved many good results.
Therefore, according to him, the Central Committee must carefully screen the cadres who are ready to return to their localities to devote themselves. In addition, it must also avoid the situation of cadres running for positions, running for power, returning to their localities to polish their records, and meet the standards to be promoted and appointed to higher positions.
We must also avoid the situation where many people want to go to a convenient place but the staff is not suitable for the capacity, strengths and requirements of that locality. And once the right people are chosen, that locality will have the opportunity to develop its economy and society, and at the same time solve many internal problems.
“Practice has proven this policy to be completely correct. Many cadres who have been transferred to their localities have demonstrated their dedication, willingness to do difficult tasks, and to propose new things for the development of their localities,” Mr. Vu Trong Kim added.
