However, driver Pham Quoc Huy only has a class C driver's license, not qualified to drive a 10-30 seat passenger van.

According to the law, drivers of passenger vehicles with 10 to 30 seats must have a class D driver's license. Drivers of passenger vehicles with more than 30 seats must have a class E driver's license.
According to the report of the Traffic Police Department, the owner of the 50H-355.47 passenger car is a company in District 3 (Ho Chi Minh City). This company rented the above car to Tan Kim Chi Company Limited, address Lot 25B Thanh Tinh, Hoa Minh Ward, Lien Chieu District, Da Nang City (rental period from January 3, 2025 to July 3, 2025).
This vehicle has 2 seats, 24 beds, manufactured in 2023, first registered on December 25, 2023. Inspection period until December 25, 2025, issued by Motor Vehicle Inspection Center No. 50-04V on December 26, 2023.
Previously, at around 1 a.m. on February 8, a passenger bus named Tan Kim Chi with license plate 50H-35547 was traveling along the Da Nang - Da Lat route. When it reached the section of National Highway 1 passing through Xuan Thinh Commune, Song Cau Town, it crashed into the median and overturned. The accident left 3 people dead on the spot and many others injured.
The identities of the victims who died in the bus accident in the area include: Tran Thi Song Thuong (born in 2003, residing in Phuoc Son district, Quang Nam province); Tran Cong Anh (born in 2001, residing in Thanh Khe district, Da Nang city); Do Thi Kim Chi (born in 1991, residing in Lam Ha district, Lam Dong province).
According to the Traffic Safety Committee of Phu Yen province, the cause of the accident was that the passenger bus crashed into the median strip, causing the vehicle to overturn.
The accident caused severe damage to the bus. A set of signs were damaged and more than 20 meters of the median strip was thrown out of place. At the time of the accident, there were about 30 people on the bus, including children.
The accident occurred on a curved, smooth road with four lanes. At the time of the accident, it was raining and the road was slippery.
