Initial information, at 9:00 p.m. on March 18, at km 29+800, National Highway 38 in Luong Dien commune, there was a traffic accident between a closed-box truck 99C-203.36 driven by Mr. NVC, born in 1987, in Hoa Long ward (Bac Ninh city), going towards National Highway 5 - Bac Ninh, and an electric motorbike without a license plate. On the electric motorbike, there were 2 people: Mr. VVTh. born in 1989, in Dong Hung district (Thai Binh) and VVT, born in 1993, in Quan Ba ​​district (Ha Giang).

The accident left two young men on the electric motorbike dead at the scene.

Immediately upon receiving information about the accident, the Office of the Criminal Police Department, Traffic Police Department (Hai Duong Provincial Police) quickly arrived at the scene to direct traffic, investigate and handle the accident. The initial preliminary cause was determined to be that the electric motorbike driver was driving on the wrong side of the road.
