Vietnam is truly implementing a revolution to streamline the organization of the political system, with the spirit of "Streamlined - compact - strong - effective - efficient - effective", to create momentum to bring the country into a new era. Hostile forces are also taking advantage of this to propagate a lot of bad, toxic, distorted and destructive information on cyberspace.

According to the assessment, compared to developed countries in the world, Vietnam's administrative apparatus is still cumbersome and its operational efficiency is not high. The cost of operating the organizational apparatus system is large, accounting for about 70% of the total regular budget, reducing resources for development investment.
The cumbersome apparatus is also one of the reasons why many of the Party's policies and guidelines are slow to be put into practice; many intermediate levels also waste time when carrying out administrative procedures, missing development opportunities.
Therefore, the Politburo determined that summarizing Resolution No. 18 (term XII) on arranging and perfecting the organization of the political system to be streamlined, strong, efficient, effective and efficient is a particularly important task, aiming to improve leadership capacity, management quality, and operational efficiency to unleash all resources in society.
General Secretary To Lam emphasized: “... To achieve strategic goals, not only does it require extraordinary efforts and outstanding efforts, but it also does not allow us to be slow, lax, inaccurate, unsynchronized, or uncoordinated in every step; to do so, we need to urgently carry out a revolution in streamlining the organization and apparatus of the political system.”
Prime Minister Pham Minh Chinh also affirmed: "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, so we only need to discuss action, not retreat."
With great determination, the revolution of streamlining the apparatus has created a decisive and strong movement of the entire political system. With the viewpoint that the Central must set an example for localities and bases, in a short time, the Party building committees of the Central, the National Assembly, the Government and socio-political organizations have reorganized the apparatus and personnel work.
Immediately after that, localities also carried out the arrangement in a spirit of urgency, strictness and science. For example, in Thai Nguyen, the Provincial Party Committee merged the Propaganda Department and the Provincial Party Committee's Mass Mobilization Department; merged departments, branches, and specialized agencies under the Provincial People's Committee, and at the same time reorganized the internal focal points of agencies, units and at the district level.
Streamlining the apparatus of the political system means having to cut staff and rearrange the personnel, affecting the interests of many people, and causing some psychological wavering among cadres and party members.
Taking advantage of this, hostile forces have stepped up attacks and distortions with various tricks. On the Facebook pages of some reactionary organizations, many opinions have appeared that the revolution to streamline the apparatus is just a formality, with great determination but no effectiveness; the restructuring of the apparatus is said to be streamlined but does not change but only transfers people from one place to another, causing waste and complexity.
Some people fabricate that streamlining the payroll is a power struggle, aiming to reduce the power of one person to increase the power of another. Hostile forces even deliberately distort, claiming that innovation in Vietnam is half-hearted innovation because it does not innovate politics and the political system; deliberately confusing the concepts between innovation of politics, political system and change of political regime with the aim of demanding the abolition of the leadership role of the Communist Party of Vietnam.
It must be affirmed that, considering streamlining the apparatus as a revolution, it is certain that in the process of implementation there will be sacrifices and great determination; many redundant cadres and civil servants may lose their jobs and positions as leaders and managers.
With a humanistic perspective, the Party and State have issued specific policies for cases of downsizing and early retirement to minimize psychological and life disruptions for those affected.
In this revolution, the Party and State have demonstrated the spirit of urgency of "running while lining up", that is, working while learning from experience, reviewing and promptly adjusting to suit reality; being resolute in plans and orientations without exception, and at the same time setting an example, pioneering and being exemplary in implementation from the central to grassroots levels.
This is a consistent guiding viewpoint, demonstrating the high level of unity and great political determination of our Party and State, with a very clear, progressive, humane, and noble purpose, without any "doing things for the sake of doing them" or doing them for the motive of "competing and fighting"...
The revolution in the apparatus has been and is being vigorously implemented, creating unprecedented changes in the scale, scope, and depth of the political system. From there, we are moving towards a more effective political system and public apparatus, with components operating smoothly, transparently, consistently, synchronously, and rhythmically at all levels.
Efficiency is not only reflected in reducing regular expenditures from the budget, but more than that, the operation of the political system must become one of the driving forces to promote the country's rapid and sustainable development. Therefore, it is necessary to unify awareness and action in the entire political system, the trust, support and companionship of cadres, party members and people so that the revolution in organizational apparatus can achieve comprehensive victory.
