Urgently put important resolutions into practice

At the recent 9th extraordinary session, the National Assembly passed Resolution 193/2025/QH15 (Resolution 193) on piloting a number of special mechanisms and policies to create breakthroughs in science, technology, innovation and national digital transformation. The above Resolution was passed at an important time, creating a solid foundation for the whole country to resolutely implement Resolution 57-NQ/TW dated December 22, 2024 (Resolution 57) of the Politburo on breakthroughs in science, technology, innovation and national digital transformation issued at the end of 2024.

Resolution 57 has many important contents, emphasizing 3 issues: Urgently and resolutely perfecting institutions; eliminating all thoughts, concepts, and barriers that are hindering development; turning institutions into a competitive advantage in developing science, technology, innovation, and national digital transformation. Resolution 57 is a topical topic in the political and social life of our country.

However, General Secretary To Lam said that there are still many difficulties in implementing Resolution 57.

Many opinions of National Assembly deputies clearly stated: One of the important contents that need to be done immediately for Resolution 57 to be implemented promptly is that we must amend and supplement related laws. However, amending laws takes time and if we wait, it may lead to the whole year 2025 when Resolution 57 is very urgent. In that spirit, the National Assembly urgently issued Resolution 193 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation and national digital transformation, to focus on removing difficulties and bringing Resolution 57 into life.

With two important resolutions of the Politburo and the National Assembly, we have a great opportunity to turn institutions into competitive advantages in implementing breakthroughs in science, technology, innovation and national digital transformation if there are synchronous and highly effective solutions. What needs to be urgently implemented is to focus on building a flexible and favorable legal framework, focusing on reviewing, updating and synchronizing the legal system towards simplification and eliminating overlaps and contradictions. Right now, ministries, branches and localities need to focus on prioritizing policies to immediately implement the contents of Resolution 57 in the most favorable way.

Vietnam is a country rich in potential, Vietnamese human resources always have valuable qualities to be able to rise strongly... But that potential has not been exploited, has not been fully developed if the institutional and policy bottlenecks, as well as the motivation and determination to not retreat, have not been removed.

In order for the above two resolutions to begin to exert their value in practice, the Government, central and local agencies, ministries and branches need to promote responsibility, especially the responsibility of leaders in leading, directing the implementation, inspection and examination of the implementation of the provisions in these resolutions, ensuring publicity, transparency, efficiency and feasibility; avoiding policy exploitation, loss and waste.

We need to clearly define goals and targets, assign responsibilities clearly, schedule specific progress and organize implementation with the spirit of urgency and the highest determination; clearly define the responsibilities of leaders, cadres, civil servants, public employees, and workers; evaluate the effectiveness of digital transformation activities, application of scientific and technological achievements in performing functions and tasks...; thereby, promoting the spirit of innovation, creativity, pioneering, daring to think, daring to do, daring to take responsibility in actual work...
