Luu Kien is one of the mountainous communes, 18 km from the center of Tuong Duong district. The commune has 957 households, 92% of which are ethnic minorities. With a low starting point and unsynchronized infrastructure, however, the government and people in the commune are making efforts to build a new countryside.
Economic development from forest trees
Luu Thong village is located about 6 km from Highway 7. The road leading to the village has been concreted, winding through the forests. Mr. Va Tong Ma, the village elder here, said that Luu Thong village was established in 1989, by him. After seeing that this land could be used to establish a village, he and dozens of families from Ky Son district (Nghe An) came here to build houses and reclaim land for production. Up to now, Luu Thong has 60 houses with more than 300 people. Carrying out the campaign for the whole population to build new rural areas, Luu Thong village has taken the lead, successfully implementing "3 no's": no drug addicts, no law violators, no people serving prison sentences. The economic life of the villagers has become quite prosperous.
Liu Qian people build rural roads
In the village, every corner is clean, there are no cattle defecating indiscriminately because the village regulations require cattle to be kept in captivity. The village has 58 houses, of which 48 have septic tanks. Every year, on the occasion of Tet, the children of the village who work or study far away return to the village on the first day of Tet to gather at the village's meeting hall to meet and report on the situation of the past year. Anyone who has done something wrong must self-criticize and promise not to repeat the offense.
Since 2016, implementing the economic development movement to build new rural areas, some villagers have brought wild banana trees to plant, with the sole purpose of using them as food for pigs. However, unexpectedly, banana leaves have become a commodity that can be sold at a high price and is very easy to sell. Vu No Lu, a local resident, said that at first he only planted a few trees to feed pigs, but now he has expanded the area of wild banana trees to more than 1 hectare, and his family has enough to eat and save. Many other households then followed suit and all have a good income.

After this model proved to be highly effective, many other villages in Luu Kien also planted wild bananas to sell their leaves. Up to now, the whole commune has planted 34 hectares, of which some households grow 2-3 hectares of bananas. Along the mountain slopes is the immense green of wild bananas. Fresh banana leaves are now purchased by traders at the price of 4,000 - 5,000 VND/kg.
Make way
Xoong Con village (Luu Kien commune) has just completed a concrete road of more than 1 km long connecting provincial road 543D with the people's production land. Mr. La Van Thi, Head of Xoong Con village, boasted: "Previously, to get to this Khe Chan production area to grow cassava, sow corn, and raise livestock, people had to wade through mud when it rained, and it was dusty when it was sunny. Since the commune People's Committee suggested, people agreed to donate land, and the completion of this road has made traveling and production much easier."

Mr. Chu Van Hung, Vice Chairman of the People's Committee of Luu Kien Commune, shared: "The commune determined that in order to develop the economy and society, it is necessary to build rural roads first. In implementing the construction of new rural areas, it is necessary to first do ideological work, propaganda, explanation, and mobilization of people with the motto of people knowing, people discussing, people doing, people checking, and people supervising. When people see the benefits, it will be easy to mobilize people to join hands and contribute."
Luu Kien Commune determined that cadres and party members must set an example first. As a result, many households voluntarily donated land and trees. In the first 6 months of 2023 alone, 8,140 m of rural roads were built, and people were mobilized to contribute nearly 5,000 working days and nearly 350 million VND in cash... "Once the roads were built, the commune continued to propagate and mobilize people to change crops and apply science and technology to production in the direction of goods," said Mr. Hung.
The People's Committee of Luu Kien commune is directing the construction of approved community eco-tourism sites and building 10 economic models: raising cows, growing dong leaves, expanding banana cultivation for leaves, Taiwanese guava growing model, raising ducks, protecting and developing cool fish. Luu Kien is assessed by the People's Committee of Tuong Duong as a bright spot of the district in mobilizing people to agree to build rural roads and effectively implement livelihood models.
