Deputy Prime Minister Mai Van Chinh requested that, during the working session this afternoon (March 11) with the locality, the parties discuss solutions to remove obstacles regarding land and material sources, speeding up the Ho Chi Minh City Ring Road 3 project.
On the morning of March 11, a Government delegation led by Deputy Prime Minister Mai Van Chinh inspected the construction progress of the Ho Chi Minh City Ring Road 3 project. Also participating in the delegation were Deputy Minister of Construction Bui Xuan Dung, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong and leaders of relevant departments and branches.
This is one of seven working groups of the Government to inspect progress, urge, remove difficulties, obstacles, and handle bottlenecks and material bottlenecks to ensure progress and quality of projects completed by 2025, achieving the target of 3,000km of expressway.

Must do better
After inspecting the site and listening to the overall progress report of the Ho Chi Minh City Ring Road 3 project, Deputy Prime Minister Mai Van Chinh acknowledged the efforts of Ho Chi Minh City and localities in implementing this project.
According to the Deputy Prime Minister, the results achieved are very encouraging, but there are still many difficulties that need to be resolved. The most difficult of which is the land clearance problem, affecting the construction. At the same time, the source of materials brought to the construction site is not enough.
The Deputy Prime Minister requested that in the working session this afternoon (March 11) with the locality, all parties discuss solutions to quickly resolve the above-mentioned problems.
"We aim to have 3,000km of highway nationwide. This is a key project, of great significance, for regional economic development. Therefore, we need to be decisive, mobilize forces, machinery, and maximize human resources. What is done well must be done even better. Investors need to acknowledge the spirit of work, focus on determination, and discuss progress to ensure project quality," said Deputy Prime Minister Mai Van Chinh.

Land acquisition delays progress
Previously, at Tan Van intersection, Mr. Tran Hung Viet, Director of the Traffic Construction Investment Project Management Board (Traffic Board) of Binh Duong province, said that the Ring Road 3 project through Binh Duong province has 4 construction packages.
Construction Package 1 (construction of Tan Van intersection) has cleared 98.6% of the site, expected to hand over the entire site in March, construction volume value reaching 12.03%.
In construction package 2 (construction of Binh Chuan intersection), the site clearance reached 93%, 11 cases have not been handed over, the volume reached 37.11% of the contract. Construction package 3 (section from Binh Chuan to Saigon River), the site clearance reached 92.2%, 68 cases have not been handed over, the progress reached 25.03% of the contract. Construction package 4 (construction of Binh Goi bridge), the site clearance reached 97%, 2 cases have not been handed over.
According to Mr. Tran Hung Viet, the project's construction progress is about 4.6% behind schedule. One of the difficulties is the slow site clearance. In addition, sand for roadbed filling is scarce. Although contractors are trying to find sand sources, the volume mobilized to the construction site has not met the demand.
Binh Duong Transport Department commits to complete about 3km of construction package 2 and construction package 4 in 2025; strives to complete 80% of construction package 1 and construction package 3; focuses on completing the section from My Phuoc - Tan Van road to National Highway 13 and the main overpass at Tan Van intersection in December 2025. Strive to open the entire Ho Chi Minh City Ring Road 3 section through Binh Duong province by June 2026.

Need special mechanism to increase sand mining capacity, material mines
At the construction package 3 of the Ho Chi Minh City Ring Road 3 project, Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Department, said that 10 main construction packages are constructing bridges and tunnels on the route; constructing foundations to treat weak soil by digging to replace soil with cajuput piles, cement soil pillars (CDM) and vacuum suction (PVD). The output of 10 packages reached about 31.1% of the contract value.
Four operation and exploitation packages are being implemented according to the progress of the main construction package.
The 3rd component project (section through Dong Nai province) has 5 construction packages, of which 3 main construction packages are constructing the intersections with DT.25B and DT.25C roads; constructing the drainage culverts and compacting the roadbed. The output reached about 24.6% of the contract value.
For component project 7 (section through Long An province), there are 7 construction packages, including 4 main construction packages and 3 packages for exploitation and operation. Currently, the 4 main construction packages have basically completed the substructure, and are constructing the superstructure (bridge, tunnel, drainage), treating the ground with CDM, and filling with sand. The output is about 62% of the contract value.
Currently, Ho Chi Minh City and Binh Duong have not yet completed the land handover, expected to be 100% completed in March 2025.

According to Mr. Phuc, efforts will be made to complete the elevated section of nearly 22km, connecting My Phuoc Tan Van road by the end of this year. The remaining sections will strive to be completed by June 30, 2026.
Regarding difficulties, Mr. Phuc assessed that the scarcity of sand for filling is a common problem for all four localities, and a special mechanism is needed to increase the capacity of sand and material mining. For sections that are not affected, the progress will be accelerated, and the Traffic Department will strive to shorten the construction time.
"On the occasion of April 30, a section of the construction package 1 will be technically opened to traffic to connect with Nhon Trach bridge, part of project 1A. Vehicles from Ho Chi Minh City can travel along the Ho Chi Minh City - Long Thanh expressway, turn right onto Nhon Trach bridge to conveniently go to Long Thanh airport. By the end of this year, Ring Road 3 will have an additional 14.7km from Long Thanh expressway to Tan Van that will be technically opened to traffic," said Mr. Phuc.
