Recently , this negative , destructive , and condemnable behavior has tended to develop in a complex and unpredictable manner .

Anonymous is degenerate
Anonymous denunciation is a "stone-throwing and hiding" act, which is the behavior of evil people, sadly including officials and party members.
In many localities, the situation of complaints and denunciations in the area is still potentially complicated, with citizens sending petitions to many places, bypassing levels, with many duplicate petitions, anonymous petitions, impersonation petitions or expired petitions; some cases have been resolved by authorities and sectors beyond their authority, with reason and emotion, but citizens continue to complain and denounce.
In essence, anonymous denunciation is an ugly act of people who do not have the sense of building a collective; lack honesty and frankness; lack "impartiality" towards comrades, teammates, and colleagues. Along with the development of information and communication technology, the situation of anonymous denunciation is becoming more and more complicated and unpredictable. Not only anonymous petitions but also variations such as: calls, voice messages, text messages, emails, notably the phenomenon of using artificial intelligence (AI) to record fake voices, stage, edit and combine video clips, especially "hot" video clips to threaten, blackmail...
At the conference to review the work in 2024 and deploy tasks in 2025, the Central Inspection Commission emphasized: It is necessary to thoroughly and in accordance with regulations, resolve petitions, denunciations, and complaints, first of all, regarding party organizations and party members directly related to the congress personnel; resolutely handle those who take advantage of the congress to make false accusations, causing internal disunity and affecting the congress personnel.
There are many reasons for anonymous behavior, but basically it comes from selfishness, narrow-mindedness, hatred, jealousy, envy, especially conflicts related to emotions, economics, interests, status...
This situation does not only exist in a single agency or unit but also occurs in many organizations, associations, and localities. The subjects of the implementation are also very diverse, including those who have direct conflicts and those who are incited, forced, enticed, provoked, enticed, bribed, etc. Through this, the purpose is to carry out the purpose of blackmail or defame, reduce the collective's trust in the individual, and move towards "deposing" the opponent. If not proactively detected and resolutely handled and prevented in time, it will become a dangerous seed leading to skepticism and internal disunity; hindering leadership and command; causing harm to the collective and individuals; more dangerously, creating an excuse for hostile, reactionary, and political opportunists to distort and sabotage.
Promoting democracy goes hand in hand with tightening discipline .
According to Clause 1, Article 25 of the Law on Denunciation, anonymous petitions are invalid because when receiving information containing denunciations but the full name and address of the denouncer are unknown, or after checking and verifying, the denouncer cannot be identified, or the denouncer uses another person's full name to make the denunciation, or the information containing denunciations is not reflected in the form prescribed in Article 22 of this Law, the competent agency, organization or individual shall not handle it according to the provisions of this Law.
Regulation 37-QD/TW dated October 25, 2021 of the Central Executive Committee on what party members are not allowed to do also clearly states that party members are not allowed to: “Make accusations with fabricated content; write and sign accusations with others; write anonymous or fake accusations. Send or distribute complaints and accusations in any form to places that do not have the authority to resolve them.”
To overcome the above situation, it is necessary to promote democracy in parallel with tightening discipline and order. Because, widely promoting democracy will contribute to arousing and motivating collective intelligence and creativity; ensuring the legitimate rights and interests of each individual; consolidating and enhancing solidarity and unity within the Party and the whole society; at the same time, it is an important measure to prevent and combat negative manifestations.
On the other hand, tightening discipline and order will contribute to creating deterrence so that each cadre and party member always upholds the spirit of "rule of law"; overcoming the situation of excessive "democracy" and "democracy" without principles, of which anonymity is a specific manifestation.
Each cadre, party member and the masses need to regularly study and thoroughly understand the resolutions, directives, conclusions and regulations of the Party and the laws of the State, especially Regulation 22-QD/TW dated July 28, 2021 of the Central Executive Committee on the inspection, supervision and discipline work of the Party; Regulation 37-QD/TW dated October 25, 2021 of the Central Executive Committee on things that party members are not allowed to do; Instruction 02-HD/TW dated December 9, 2021 on instructions for implementing some contents of Regulation 22-QD/TW; the Law on Denunciation and documents guiding its implementation...; at the same time, determine that this is their duty, responsibility and obligation.
Party committees and cadres in charge of agencies and units need to strengthen management measures, regularly grasp the ideological situation, promptly and satisfactorily resolve the thoughts, feelings and aspirations of those under their authority; strictly, cautiously and properly implement procedures at each stage and step of all aspects of work, especially important and sensitive issues such as: personnel work, emulation and reward work, policy work... to avoid bureaucracy, arbitrariness, lack of democracy, causing frustration leading to illegal denunciations, denunciations beyond the level or anonymous denunciations...
Actively innovate and improve the quality of internal political protection work; proactively detect and resolutely and strictly handle cadres and party members who, when participating in activities, "first sit still, second agree" but after the collective resolution is made, deliberately commit acts of sabotage.
Identifying the work of receiving citizens, handling petitions, complaints, denunciations, reflections and recommendations as a very important political task, contributing to ensuring political security and stability, social order and safety, and further strengthening the people's trust in party committees and authorities at all levels, in the past time, the Phu Yen Provincial Party Committee's Internal Affairs Committee has advised the Provincial Party Committee to issue and monitor, urge, inspect and report the results of the implementation of the conclusions of the Provincial Party Committee Secretary's citizen reception session. At the same time, it has promptly received and handled 450 petitions, reflections, recommendations, complaints and denunciations from the people transferred by the Provincial Party Committee Secretary and the Standing Committee of the Provincial Party Committee, along with more than 500 petitions transferred by the people to the Provincial Party Committee's Internal Affairs Committee and 172 petitions assigned by the Standing Committee of the Provincial Party Committee to monitor and urge.
| In 2024, agencies, units and localities of Phu Yen province received more than 3,200 complaints, denunciations, petitions and reflections, many of which were anonymous. Agencies, units and localities resolved 1,417 out of a total of 1,769 complaints under their authority. The complaints were mainly about land, compensation, support and resettlement when the State reclaimed land to implement socio-economic development projects under the authority of the People's Committee Chairmen of districts, towns and cities, concentrated in Tuy Hoa city, Song Cau town, Dong Hoa town and Phu Hoa, Dong Xuan and Tuy An districts. |
