The report at the conference stated that in 2024, the entire culture, sports and tourism sector thoroughly grasped and promptly implemented the resolutions and conclusions of the Politburo, the Secretariat and the National Assembly; actively and proactively carried out tasks with the theme of the year: "Dedication - Professionalism - Expertise - Modernity - Solidarity - Discipline - Accelerating to the finish line". The fields of culture, sports and tourism achieved clearer results in terms of awareness, action and results.
The change in awareness and thinking from “doing culture” to “State management of culture” has been increasingly improved and perfected, approaching in depth. The Ministry has focused on reviewing, promoting the amendment, supplementation, and perfecting of specialized legal policies with 20 legal documents, contributing to removing “bottlenecks” and “knots” to initially create development space.
The year 2024 marks a shift in the cultural industry from policy to practice. The cultural industry is becoming a trend and is identified as an important, sustainable part, contributing to the country's growth; policy mechanisms related to promoting creativity continue to be improved; the organization of law enforcement on copyright and related rights has made progress.
The work of building and developing literature and art continues to achieve many positive results. Literary and artistic creation activities are increasingly vibrant, rich in content, and diverse in expression methods; Digital transformation and the application of modern technology have initially received attention, promoting innovation in creative thinking, production methods, performance, and promotion of literature, art, and cinema, which have become bright spots in the country's literary and artistic picture.
Localities focus on implementing well the Movements "All people unite to build a cultural life"; Campaign "All people unite to build new rural areas, civilized urban areas"; Art programs are invested in and built with unique content, in the direction of honoring traditional cultural values of the nation, praising the Party, Uncle Ho, the work of protecting sovereignty over seas and islands, praising the historical and cultural traditions of the country, practically celebrating major national holidays, local anniversaries; combining cultural and sports events with tourism promotion.
Vietnamese sports participation in international sports events left many positive impressions, winning a total of 1,214 international medals.
In 2024, international tourists to Vietnam are estimated to reach 17.5 million, up 38.9% over the same period in 2023; domestic tourists are estimated to reach 110 million, up 1.6% over the same period in 2023. Total revenue from tourists is estimated to reach about VND 840,000 billion, up 23.8% over the same period in 2023.
In Quang Tri, in 2024, the Quang Tri Department of Culture, Sports and Tourism promoted the spirit of solidarity, proactiveness and creativity in management and operation, performing assigned professional tasks; advising and directing the implementation of development goals, tasks and solutions in the fields of culture, sports and tourism.
In particular, in 2024, the Department advised the provincial leaders to successfully organize activities to celebrate major events, creating a deep impression on Party and State leaders, delegates, people and domestic and foreign tourists, contributing to promoting the image, enhancing the position and prestige of Quang Tri province. Notably, the successful organization of the 2024 Peace Festival with the theme "Joining hands to build a peaceful world".
The 2024 Peace Festival will be held for the first time on a national and international scale.
State management work has been strengthened. Attention has been paid to the preservation and promotion of cultural heritage; the movement “All people unite to build a cultural life” and build a civilized lifestyle has been widely deployed and achieved good results.
During the year, the total number of tourists to Quang Tri is about 3,014,000 (up 48.4% compared to 2023), of which international visitors will welcome 168,000 and domestic visitors 2,846,000. Social revenue will reach VND 2,400 billion (up 31.8% compared to the same period in 2023), of which specialized revenue will be VND 975 billion (up 43.3% compared to the same period in 2023).
At the conference, delegates from the connecting points gave speeches sharing good practices in attracting domestic and international tourists; experiences in developing the cultural and film industry; building a cultural environment for workers in industrial zones; reward and incentive mechanisms for athletes with high achievements. At the same time, they raised some difficulties in implementing the tasks of culture, sports and tourism and recommended solutions to the Government, the Prime Minister, and the Ministry of Culture, Sports and Tourism.
Speaking at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the efforts and congratulated the important results that the culture, sports and tourism sector across the country achieved in 2024, making an important contribution to the overall development achievements of the country.
Regarding the direction and tasks for 2025 and the coming time, the Prime Minister stated that 2025 is a year of special importance, a year of acceleration, breakthrough, and reaching the finish line to successfully implement the 5-year socio-economic development plan 2021 - 2025. In 2025, many important events of the country will take place, such as the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, and the 80th anniversary of the founding of the country. 2025 is also the year to focus on arranging, streamlining the organization, and holding Party Congresses at all levels, towards the 14th National Party Congress, opening a new era, an era of striving, strong development, and prosperity of the nation.
The Prime Minister requested that the culture, sports and tourism sector must unify institutions, remove bottlenecks, mobilize all resources for development; promote decentralization, decentralization, reduction and simplification of administrative procedures associated with digital transformation... Promote the development of cultural, sports and tourism infrastructure, infrastructure connecting historical, cultural and tourism relics, tourism, sports and cultural institutions; attach importance to the development and application of digital infrastructure based on data, develop artificial intelligence of the sector; train high-quality human resources for the sector, especially in the field of culture and sports, there must be mechanisms and policies for early training; have specific mechanisms and policies suitable for the arts and sports sectors, have policies to retain talented people, motivate talented and passionate people and encourage those who dare to think, dare to do, dare to innovate and handle those who avoid and fear responsibility.
Mobilizing resources for development through appropriate mechanisms and policies...; improving management and governance capacity in the industry in a smart direction, based on data. Building advanced examples, replicating good models, good practices, creating movements and development trends.
The Prime Minister emphasized that in 2025, the culture, sports and tourism sector must accelerate, make breakthroughs, and achieve higher results than in 2024, with innovative thinking, strategic vision, foresight, deep thinking, and big action; promote intelligence, courage, respect for time, be decisive, resolute, and effectively implement the set goals, tasks, and solutions.
