Promoting democracy at the grassroots level

Implementing democracy at the grassroots level is a method of promoting people's mastery, so that citizens, cadres, civil servants, public employees, and workers can be informed and express their will, aspirations, and opinions through discussion, participation in giving opinions, deciding, and inspecting and supervising issues at the grassroots level according to the provisions of the Constitution and laws.

In 2024, Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations of the province will continue to pay attention to leading, directing, and organizing the implementation of the Party's guidelines, policies, and laws of the State on implementing democracy at the grassroots level; promptly disseminate and implement the Law on Implementing Democracy at the Grassroots Level in the province. Thanks to that, the awareness and responsibility for building and implementing democracy at the grassroots level of cadres, party members, civil servants, public employees, workers, and people will be raised.

The implementation of democracy at the grassroots level has been comprehensively implemented in the leadership and direction of Party committees, the management and operation of the government in conjunction with the implementation of political tasks of all levels, sectors, localities, agencies and units in the whole province. The role of the Fatherland Front and socio-political organizations in social supervision and criticism has been promoted, contributing to caring for and protecting the legitimate and legal rights and interests of union members and people. The implementation of democracy at the grassroots level in communes, wards, towns, agencies, units and enterprises has had positive changes, contributing to promoting democracy, creating high consensus among the people, promoting socio-economic development, and improving people's lives.

In addition to positive results, the implementation of democracy at the grassroots level still has some limitations. That is, the dissemination and implementation of the Law on Democracy at the Grassroots Level and some guiding documents on democracy at the grassroots level in some agencies, units, localities and enterprises are not timely and regular. The issuance of documents specifying the implementation of democracy at the grassroots level in some localities is still slow. The disclosure of some contents related to public investment, planning, and site clearance for project implementation in some localities is still formal and incomplete. The settlement of petitions, complaints and denunciations is still slow and not yet finalized; the settlement of voters' opinions and recommendations is still prolonged. The establishment of trade union organizations in non-state enterprises compared to the total number of enterprises operating in the province is still low. The amendment and supplementation of internal rules and regulations in enterprises is not timely compared to changes in the law...

In order to make the implementation of grassroots democracy in the province more and more practical and effective, contributing to promoting socio-economic development and improving people's lives, in the coming time, Party committees, authorities, the Fatherland Front, and socio-political organizations will continue to disseminate, propagate, and organize the implementation of documents of the Party, the State, and the province on this important content, in order to raise awareness and responsibility of organizations in the political system, especially heads of Party committees, authorities, heads of agencies, units, enterprises, cadres, Party members, and people of all walks of life on implementing grassroots democracy. Party committees and organizations will lead and direct the concretization of the implementation of grassroots democracy in the locality, focusing on directing the implementation of grassroots democracy in conjunction with the organization of Party congresses at all levels for the 2025-2030 term.

Authorities at all levels continue to direct the effective implementation of the Law on Grassroots Democracy and documents guiding the implementation of the law; focus on publicity, democracy and transparency in management and administration activities; promote administrative procedure reform, especially in areas directly related to people, organizations and enterprises. Build a team of cadres, civil servants and public employees with sufficient capacity and qualities to meet requirements and tasks; tighten administrative discipline and order. Strengthen direct exchanges and dialogues, proactively grasp the situation of the people, pay attention to listening to people's opinions in the process of organizing the implementation of policies and socio-economic development tasks to promptly make appropriate adjustments and supplements, creating consensus among the people. Strictly implement the reception of people, resolve petitions, recommendations, complaints and denunciations of citizens according to regulations. Create favorable conditions for the Vietnam Fatherland Front and socio-political organizations to effectively carry out the work of social supervision and criticism. Improve the quality and effectiveness of the model of "Friendly Government serving the people" at district and commune levels; at the same time, implement the model of "Friendly Office serving the people".
