“Leverage” to promote rural industrial development

Implementing the National Industrial Promotion Program for the period 2021-2025, the Department of Industry and Trade presides over and coordinates with departments, branches and localities to advise the Provincial People's Committee to promulgate the Quang Tri Province Industrial Promotion Program for the period 2021-2025. Every year, based on the phased industrial promotion program, provincial and district-level industrial promotion units and coordinating units propose industrial promotion projects. The Department of Industry and Trade presides over the appraisal and submits to the Provincial People's Committee to issue a decision approving the list of projects, tasks and industrial promotion budget as a basis for implementation.

As a result, in the period from 2021-2025, the national industrial promotion budget to support the implementation of projects in the province is 4.2 billion VND, focusing on supporting the application of advanced machinery and scientific and technical advances in industrial and handicraft production.

The program has supported 8 projects with 14 beneficiaries applying advanced machinery and equipment in production to improve productivity, product quality, efficiency in using raw materials, fuels, materials, and reduce environmental pollution compared to machinery, equipment, and technological lines that production facilities are using or to create new products.

This is an important content in industrial promotion activities, attracting many rural industrial establishments (RNI) to invest, innovate equipment, technology, improve productivity, product quality, reduce costs, and enhance competitiveness. Through industrial promotion activities, many enterprises, cooperatives, and production establishments have organized effective production, increased labor productivity, and contributed to the development of industries with competitive advantages, such as wood processing and medicinal processing.

Also during this period, the local industrial promotion budget to implement the activities was over 26 billion VND (of which the provincial industrial promotion budget was over 17 billion VND, the district-level industrial promotion budget was over 9 billion VND). From this source, the province supported the construction of technical demonstration models; technology transfer and application of advanced machinery, scientific and technical advances in industrial and handicraft production; and construction of pilot models on applying cleaner production.

Typical examples include supporting enterprises and IT establishments to implement 338 projects to apply machinery and scientific and technological advances in production and environmental pollution treatment. Some industries that are focused on supporting the construction of technology transfer and application of machinery and equipment include: processing of agricultural, forestry and aquatic products; manufacturing, processing and repairing mechanical equipment for agriculture, rural areas and construction; manufacturing of consumer goods...

Support 4 projects to apply cleaner production in industry at factories producing and processing planted wood, furniture wood, rice processing...; joint ventures, associations; participation in industry clusters, value chains; investment cooperation to develop industrial clusters; development of quality human resources; improvement of management capacity; consulting and assisting industrial parks; consulting on information on industrial park development; communication; improving capacity to organize and implement industrial promotion activities.

Although not implementing pilot industrial promotion projects, some industrial promotion projects in the province still have many years of connection for enterprises and IT establishments from the time of formation until they have a foothold in the market through many forms of support such as: Investing in applying advanced machinery and equipment; building brands and trademarks; participating in supply-demand connection activities, conferences, fairs...

In addition to the national and provincial industrial promotion funds, Resolution 38/2020/NQ-HDND, dated July 23, 2020 of the Provincial People's Council, clearly stated that districts, towns and cities allocate 200-400 million VND/district to implement small-scale projects in the locality. From these capital sources, about 100 billion VND has been attracted from enterprises and IT establishments for investment and development in the past time (on average, 1 part of industrial promotion funds attracts 4 parts of funds from investing enterprises).

In the coming time, the provincial industrial promotion sector will strengthen and concretize coordination with agencies and organizations to promote propaganda and implement industrial promotion activities. Encourage and support technological innovation and cleaner production at industrial production facilities to improve the efficiency of raw material use, reduce emissions and contribute to environmental protection.

Improve capacity, production efficiency and increase competitiveness of IT establishments in the process of international economic integration and participation in the global value chain in a number of specialized sectors and fields, capable of basically meeting the development requirements of the economy and export. Build e-commerce trading floor models for typical IT products and local specialty products. Support preferential loans for manufacturing enterprises and many other solutions.
