The year 2025 is of special significance, a year of acceleration and breakthrough to reach the target of the Socio-Economic Development Plan for the period 2021-2025, and also a milestone marking the time of entering a new era of development. The province's economic structure is mainly concentrated in three areas: fishery, agriculture and forestry (about 30.6%); industry and construction (29.4%) and services (35.9%); the rest is import tax, product tax minus product subsidies (about 4.1%).
For the fisheries, agriculture and forestry sectors, the province strives to achieve an increase of about 3.5%. Accordingly, the agricultural sector sets a target of total aquatic product output of about 667,000 tons, of which shrimp output is about 263,500 tons. Mr. Chau Cong Bang, Deputy Director of the Department of Agriculture and Environment, said that up to this point, the agricultural production situation has developed relatively stably. To contribute to the province's growth rate, the sector is focusing on developing the province's key agricultural sectors, which are shrimp, rice and livestock.
“The Department is developing a plan to develop the shrimp industry, focusing on expanding the area, improving productivity, quality, and efficiency of the super-intensive shrimp farming model, the 2-phase improved extensive shrimp farming model, and organizing production according to the value chain. In addition, the unit has advised the Provincial People's Committee and submitted to the Provincial Party Committee Standing Committee to issue a specialized directive on developing the shrimp industry,” Mr. Bang added.
Tran Van Thoi District is a locality that mainly develops agricultural economy. Mr. Nguyen The Chau, Chairman of the District People's Committee, said that the district is focusing on improving rice varieties to increase productivity, identifying areas for extensive shrimp farming in 2 stages to focus on directing. At the same time, the locality is implementing linkage chains, not only to support people with production techniques but also to improve efficiency by reducing input material costs.
Rice is an important commodity contributing to growth in the fisheries - agriculture - forestry sector. Accordingly, the province is continuing to improve rice varieties to increase productivity and quality.
In order for the industrial and construction sector to achieve double-digit growth by 2025 (about 10%), the province is focusing resources on investing in synchronous and modern infrastructure; clearing and effectively using public investment resources, accelerating the disbursement of public investment capital; maintaining stable operations of factories in the Gas - Electricity - Fertilizer Complex. In particular, creating all conditions to quickly resolve investment procedures, promptly remove difficulties and obstacles in investment and business activities, and encourage investment from economic sectors. Striving for a total social investment capital of about 31,000 billion VND in the year.
The goal of the State administrative apparatus restructuring is to improve efficiency and effectiveness of operations. However, in the initial stage, it will more or less affect the implementation of socio-economic development tasks. According to Mr. Nguyen Duc Thanh, Director of the Department of Finance, local revenue sources and public investment disbursement are the areas affected in the current restructuring phase. Although the goals, tasks and accompanying solutions have been determined, the current new growth factors of the province are still unclear. Therefore, achieving an 8% growth rate in 2025 is extremely difficult, requiring the drastic participation of all departments, branches and local authorities.
In order to accelerate the disbursement of public investment capital and create new growth factors for the economy, the province is coordinating with central ministries and branches to accelerate the progress and basically complete the Can Tho - Ca Mau expressway and the expressway connecting route in the province in 2025. Sharing about the progress of public investment disbursement in the locality, Mr. Ly Minh Vung, Chairman of Thoi Binh District People's Committee, said that in the first months of the year, the progress of public investment disbursement in the district was somewhat slower than planned. However, the preparation stages of many projects have been completed, so the progress will be ensured according to plan. In addition, to achieve growth rate, especially improving people's income, the district is focusing on developing a number of key economic models, such as 2-phase extensive shrimp farming, developing rice on shrimp farming land towards high quality, certified organic, internationally certified black tiger shrimp, etc.
