On December 28, in Hanoi, the Ministry of Planning and Investment held a conference to review the work in 2024 and deploy tasks for 2025. Prime Minister Pham Minh Chinh attended and chaired the conference. The conference was connected online to connecting points in 63 provinces and cities.

Attending and chairing the Tay Ninh bridge point were Mr. Duong Van Thang - Vice Chairman of the Provincial People's Committee and representatives of leaders of relevant departments, branches and sectors.

Promoting regional connectivity and digital transformation

According to the report, in 2024, the Ministry of Planning and Investment has made continuous efforts, determination, and strived to complete a large and important volume of work that has an impact on the socio-economic development of the country. The Ministry has completed the task of reporting to the Government, submitting to the National Assembly for approval 5 resolutions, 2 laws, and researching to advise competent authorities to amend the Law on Enterprises, and develop the Law on Industrial Parks and Economic Zones.

In particular, the Law on Public Investment (amended) has identified 5 major policy groups in the spirit of breakthrough and reform in management and use of public investment resources, immediately removing obstacles and bottlenecks.

The Law amending and supplementing a number of articles of the Law on Planning, the Law on Investment, the Law on Investment under the public-private partnership model and the Law on Bidding has identified 9 major policy groups in the spirit of focusing on amending contradictory regulations that are causing difficulties to facilitate investment, production and business activities; at the same time, ensuring the consistency and unity of the legal system, in accordance with Vietnam's international treaties and commitments.

The Ministry of Planning and Investment has promptly researched, monitored, evaluated and closely forecasted the situation, proactively advised and proposed solutions, mechanisms and policies, developed growth scenarios, stabilized the macro economy, controlled inflation, ensured social security, removed difficulties, promoted production and business, and promoted disbursement of public investment capital. The solutions proposed by the Ministry are all strong, focused, in-depth and flexible, suitable for short-term and medium-term requirements to maximize recovery opportunities and create new momentum for the country's economic development.

At the same time, the Ministry has done a good job of advising the Government and the Prime Minister to research and implement measures to continue attracting high-quality FDI capital flows; promoting improvements in the investment and business environment to create favorable conditions, increase confidence and arouse the entrepreneurial spirit, creativity and courage of enterprises.

Tay Ninh accelerates, breaks through, and implements socio-economic development plan

Tay Ninh province has identified 2024 as a year of acceleration and breakthrough, which is of special importance in implementing the 5-year Socio-Economic Development Plan (2021-2025). From the beginning of the year, the Provincial People's Committee has directed sectors and localities to focus on implementing tasks and solutions on socio-economic development and the State budget estimate, striving to complete the 2024 plan at the highest level.

In addition, continue to implement the Socio-Economic Recovery and Development Program; solutions to accelerate the progress of key projects and works, administrative reform, improve the investment and business environment; remove difficulties and obstacles, support production and business; focus on solving long-standing problems and sudden problems; do a good job of social security, maintain national defense and security.

The province has issued and implemented the Project on developing industrial parks in Tay Ninh province for the period 2021-2030, with a vision to 2050, in which each industrial park is oriented to develop, prioritizing attracting large-scale projects, high value-added industries, increasing land use efficiency, green development, circularity, and sustainability.

Implement phase 3 of Phuoc Dong Industrial Park and carry out legal procedures to implement investment projects to build and operate infrastructure of Hiep Thanh Industrial Park - phase 1, investment projects to build infrastructure of Tan Phu Industrial Cluster and Tan Hoi 2 Industrial Cluster; approve funding for 9 local industrial promotion projects, support rural industrial establishments.

Coordinate with the Ministry of Planning and Investment to organize the 3rd Southeast Regional Coordination Conference and announce the Southeast Regional Planning for the 2021-2030 period, with a vision to 2050; propose a number of specific policies and mechanisms on socio-economic development and ensuring national defense and security in the Southeast region.

Organize a conference to announce the Tay Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, and deploy the plan to implement the Planning. Continue to implement socio-economic cooperation programs with provinces and cities in the Southeast region. Organize a summary of cooperation with Vietnam Airlines for the period 2019-2024, propose cooperation content for the period 2025-2030. Work with a number of investors to research and propose projects in the fields of industry, urban areas, logistics, transportation, education, etc. in accordance with the planning and orientation to attract investment of the province.

Restructuring the economy and proposing the implementation of new economic models

On behalf of the Government, Prime Minister Pham Minh Chinh highly appreciated and commended the efforts and remarkable results of all leaders, civil servants, public employees and workers of the Planning and Investment sector, contributing significantly to the socio-economic development achievements of the country in 2024 and over the past nearly 80 years; at the same time, he pointed out a number of limitations that need to be overcome such as: not fully tapping resources, not promoting potential, strengths and advantages for development. Coordination with ministries, branches and localities is still sometimes and in some places not tight; decentralization and delegation of power need to be stronger; investment is still scattered...

Regarding the tasks in the coming time, the Prime Minister requested the whole industry to do better in management; improve the efficiency of allocation and mobilization of resources for development investment; promote private economic development, innovation, promote reform, especially administrative procedure reform, strongly improve the business investment environment, increase labor productivity, develop new economic models, etc.

The Prime Minister directed the Planning and Investment sector to focus on restructuring the economy in association with renewing the growth model and proposing the implementation of new economic models; promoting the application of science and technology, startups, and innovation; and promoting and improving the quality of statistical work.

Perform well the tasks of the Standing Committee of the Socio-Economic Subcommittee; carry out well the work of Party building and Party rectification; improve the leadership capacity and fighting strength of Party organizations and Party members; prevent the risk of economic backwardness, ideological, political, moral and lifestyle degradation, and manifestations of "self-evolution" and "self-transformation."

The Prime Minister believes that with nearly 80 years of glorious tradition, the Planning - Investment and Statistics sector will continue to promote the achieved results; strive to overcome difficulties and challenges; strive to excellently complete the tasks assigned by the Party, State and People, and contribute more to the cause of national construction and defense.
