On February 26, in Hanoi, the Ministry of Public Security held a national online conference on transferring the task of state management of drug addiction treatment and post-treatment management from the Ministry of Labor, War Invalids and Social Affairs (MOLISA) to the People's Public Security force. General Luong Tam Quang, Politburo member and Minister of Public Security, chaired the conference.

Implementing the plan to arrange and streamline the organizational apparatus of ministries, ministerial-level agencies, and government agencies, the state management function of drug addiction treatment and post-rehabilitation management has been transferred from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Public Security. Up to now, the Ministry of Public Security has completed the Project "Receiving the state management task of drug addiction treatment and post-rehabilitation management from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Public Security". In Cao Bang, after receiving instructions from the Ministry of Public Security, the Provincial People's Committee directed relevant departments and branches to implement the requirements, conduct a comprehensive review and statistics of the status of drug rehabilitation facilities, including: functions, tasks, organizational structure, personnel, facilities, equipment, and current construction projects. The provincial drug rehabilitation facilities are currently performing multiple functions (rehabilitation, social protection, mental health treatment). On February 12, the Provincial Police coordinated with the Department of Labor, Invalids and Social Affairs and the Department of Health to survey and develop a plan to separate drug rehabilitation students and homeless mental patients. The Provincial Police will receive the facilities, equipment, a part of the personnel and drug rehabilitation students; other functions will be undertaken by the Department of Health and the Department of Home Affairs.
Concluding the conference, Minister Luong Tam Quang emphasized that from 0:00 on March 1, 2025, the Ministry of Public Security will begin to perform the state management function on drug addiction treatment and post-treatment management from the Ministry of Labor, Invalids and Social Affairs. In localities or drug addiction treatment facilities currently managed by other organizations and sectors, they will be transferred to the provincial police to receive and perform this task.
